told representatives of 19 American nations that many
countries of Europe and Asia live under a “shadow of
armed aggression” and that the United States is deter-
mined to retain its military strength to preserve peace.
Mr. Truman, in a somberly worded message delivered to
the final session of the Inter-American defense' conference,
pledged this nation’s might of sword and dollar for an all-
