The Baytown Sun
instruction, told trustees that
she and a team had been
working to develop the pro-
gram since it first looked like
that area ot state funding
might be cut. The state legis-
lature is facing a SIO billion
budget shortfall and Pre-K
funding is just one of many
programs up for discussion
as talk of cutting costs con-
tinues in Austin '
fhe district currently has
83 young students in the
state-funded Pre-K program,
which teaches fundamentals
like counting, the alphabet,
sharing and taking turns.
Advocates believe that such
early instruction makes kids
less likely to drop out, repeat
grades or need remedial
classes as they move through
the education system.
State-funded half-dav Prc
K is offered only to low-
income. at risk children anil
to the children of families in
which at least one parent is
serving in the military
HI USD's program won't
be like that.
The district will offer an
all-day program that Durec
called "Montessori-like."
from 8:20 a.m. to 3:40 p.m.,
just like the schedule for
older students. The program
will follow the regular dis-
trict calendar.
The new tuition-supported
Pre-K program will operate
10 months out of the year
and will cost $700 per
month, a figure that Durec
said was comparable to day-
care costs. That fee will
cover not only all school
supplies and any field trip
costs, but also daily break-
fast and lunch.
HI USD's tuition-funded
Pre-K program will go
beyond the offerings of the
halInlay state-funded Pre-K.
(bousing on early literacy
including pre-reading,
vocabulary development,
letter and number recogni-
tion, concept development,
patterns, shape identification
and the development of
social skills
Part of the reason for
developing the program was
to ensure that staff now
teaching Pre-K in the state-
supported program would
not lose their jobs if that
funding is cut, according to
Barbara Ponder, the district’s
assistant superintendent of
personnel. But study of
tuition-based Pre-K pro-
grams in districts like Clear
Lake ISD and Spring Branch
ISD conv inced the team and
Dr. Greg Poole, the district
superintendent, that such a
program could not only be
feasible and a service to the
parents of four-year-olds in
the district, but also a possi-
ble money-maker for the dis-
trict.
> If the legislature finds the
money to continue Pre-K
funding. Ponder said
Barbers Hill’s program
would easily restructure to
accommodate both the
tuition-supported all-day
Pre-K students and the half-
day state-supported students,
while keeping to a standard
of no more than 20 students
and two adults (a teacher and
teaching assistant) per class-
room. Classroom space,
teachers and teachers’ assis-
tants could he available to
accommodate up to 160 Pre-
K students, which would
include both tuition students
and those who receive the
state support.
"But we won't have that
many.” said Ponder.
Dr. dreg Poole recom-
mended that trustees
approve the program, and
said that if the legislature
cuts out all Pre-K funding,
the funds generated by the
tuition-supported Pre-K pro-
gram would not only pay for
the program, but could also
enable the district to: fund
some Pre-K scholarships for
children who would have
been eligible under the state
funded Pre-K program.
Registration for the pro-
gram will be Thursday; with
applications accepted begin-
ning at 6:30 a.m at the
Kindergarten Center on
hagle Drive.
The district is mailing
notification to all taxpayers
in the district and application
forms are posted on the
BHISD website at
wvvw.bhisd.net.
Applications will only be
accepted in person and an
application and supply fee of
$ 100 must be submitted vv ith
the application.
