Make Congress Accountable
'W' et’s face it. It’s a lot easier to make up a set of rules for someone else
I to play by than it is for us to devise guidelines to limit our own,
JL-.4 personal freedom of action. This is a common human failing — do as
I say, not as I do.
Few of us, however, can operate that way for long without incurring the
wrath of those forced to live under such a double standard.
Many voters in this country are deeply unhappy with the U.S. Congress
because, for 60 years, it has routinely exempted itself from the laws and
regulations under which everyone else has to live.
These rules have grown so cumbersome that they now hamper large and
small businesses and make everything we buy more expensive. Many of
these rules make the goods we export more expensive, threatening America’s
ability to compete in world markets. But so far Congress has carefully
avoided any first-hand experience with the results of its own rulemaking.
This week I joined with a bipartisan group of my fellow senators in
calling for faster action on a bill which would redress this situation: the
Congressional Accountability Act, of which I am a co-sponsor. The measure
would force Congress to comply with the same rules and mandates it imposes
on the rest of the country.
The Senate Government Affairs Committee has scheduled a hearing on
the bill for next week. I and others are calling for action.
The bill would make Congress subject to eight major federal employ-
ment laws from which it has exempted itself, including the Fair Labor.
Standards Act, the Occupational Safety and Health Act (OSHA), the Ameri-
cans with Disabilities Act, the Family and Medical Leave Act of 1993 and the
Civil Rights Act. It would apply the Freedom of Information Act and the
Privacy Act to administrative offices of the House and Senate and would
establish a means of dealing with complaints and violations.
Congress would, in effect, be forced to operate on an equal footing with
the private sector. At the same time, the bill provides for equitable treatment
of Congressional employees while not impinging on the unique constitu-
tional status of the legislative branch of government.
In August, the House of Representatives approved similar accountability
legislation. If the Senate acts on this measure in a timely manner, it could be
the on the President’s desk for his signature before this session of Congress
ends.
Due to this habit of exempting itself from some of the most far-reaching
legislation enacted this century, Congress has justifiably been accused of
being out of touch and insensitive to the actual impact — and costs — it has
imposed on the real world. It is time for that bad habit to be broken. Then, and
only then, can the American people anticipate less burdensome legislation.
The Congressional Accountability Act, if passed, would go a long way
toward helping to restore Americans’ faith in one of their country’s most
powerful institutions.

Cheesy Pineapple ‘n’Ham
Sandwich Roll-Ups
1 container (8 ounces)
cream cheese with
pineapple, softened
1/4 cup chopped walnuts
or pecans
1/8 teaspoon pumpkin pie
spice or ground cinnamon
6 corn tortillas (about
6-inch)
1 package (6 ounces) thinly
sliced ham (about 18 slices)
6 to 12 lettuce leaves
In small bowl, combine
cream cheese, nuts and spice;
mix well. For each roll-up,
briefly cook corn tortilla on
both sides in non-stick skillet
(about 1 minute). Do not
brown. Cool'slightly. Spread
about 1/6 of the cream cheese
mixture over tortilla to within
1/2 inch of edge. Lay 3 thin ,
slices of ham, overlapping
across center of tortilla. Top;
with 1 or 2 lettuce leaves. Roll*
up and wrap in plastic wrap.
Makes 6 sandwich roll-ups.
NOTE: Can also be made,
with wheat flour or whole
wheat tortillas (about 6 1/2 td“
8 inch size). It is not necessary;
to heat wheat flour or wholfc)
