Harper I.S.D. Policy for the National School
Lunch and School Breakfast Program
Harper I.S.D. today announced its policy for providing free and
reduced-price meals for children served under the National School
Lunch and School Breakfast Program. The school office has a copy
of the policy, which may be reviewed by any interested party.
The household size and income criteria identified below will be
used to determine eligibility for free and reduced-price benefits.
Children from households whose income is at or below the levels
shown are eligible for free or reduced-price meals. Foster children
who are the legal responsibility of a welfar agency or court may also
be eligible for benefits regardless of the income of the household
with whom they reside. Eligibility for the foster child is based on the
child's income.

Higher Enrollment in
Harper For 1996-97
As the students return to school
in Harper they will have a higher
enrollment as well as a new bell
schedule. They start back August
12th.
Pari Whitten is the principal and
has been since February when
Alan Richey left to become the
superintendent of Bronte.
It seems that the anticipated
enrollment figure put the student
body count around 334 which is
up 13 over last year's numbers.
When the students return on
Ausgust 12th they are expected
to be greeted with air conditioning
throughout the entire school.
This will make it much cooler for
the students to study as calls for
a change in the bell schedule.
The kindergarten through 12th
grade students have been
accustomed to coming back and
attending school on a shortened
bell schedule that called for early
dismissal each day in order to
avoid some of the heat. Now that

IN THE JUNIOR MISS PRE-TEEN OF
SAN ANTONIO EVENT
Xochitl Alicia Betancourt the 9 year old daughter of Julio and
Aurora Betancourt of Harper, Tx., recently competed in the Junior
Miss Pre-Teen of San Antonio. The event involved three different
areas of competition including personal interview, casual and formal
modeling. Contestants were required to answer unrehearsed
questions presented to them on stage. The event involved many
hours of preparation and hard work on part of the participants, in
which there were a total of 150 girls. All the contestants gained
much experience and had fun making new friends during all event
activities.
Xochitl placed first runner up in her age division. She received a
trophy, a wristwatch, and qualified to compete in the National
Competition to be held in Orlando, FI. on February, 1997.
Xochitl is a student at Harper Elementary in Harper, Tx., entering
the fourth grade this year. She maintains an "A" average and has
been on the honor roll since kindergarten . She is no stranger to
showmanship as she has been a member of The Ballet Folklorico
De San Antonio since she was 4 years old and is an avid trick roper
for the last 3 1/2 years under the guidance of Victoriano Flores,
Charro Champion of The San Antonio Charro Association and Kevin
Fitzpatrick, Champion Trick Roper and Cowboy of Bandera, Tx.
This training has enabled her to participate in many events including
The Texas Folklife Festival, San Antonio Fiesta Parades, Local
Talent Shows, and numerous other shows in Harper, Kerrviile,
Fredericksburg, and San Antonio. Her main partner in these shows
is her 12 year old brother Jaime who shares the same dancing and
roping skills she has. She also has a 2 1/2 year old sister eagerly
following her footsteps.
She also takes ballet lessons from Ms. Ursala Harper of the Harper
Ballet Studio and under her guidance autioned and qualified to
perform last Christmas in The San Antonio Performance of The
Nutcracker by the Dallas/Fort Worth Ballet.
Her interests are many and include ice skating, bike riding,
swimming, horse riding, Reading and Writing, and is currently trying
to keep up with the current Olympic Events.
Xochitl is determined to go and participate in Premiere Productions
national Competition in Florida. To help finance her trip she and her
brother plan to earn money dancing and roping at ceremonies and
special events. She is also looking for sponsors to help her
! represent our surrounding area at the National Competition in
Florida. Those interested in helping "Xochie" (So-Chee) are
