Inspection Deadline
For Autos Nears
The director of the
Texas Department of Pub-
lic Safety reminded moto-
rists this week that only
six weeks remain before
enforcement begins on the
1967 vehicle inspection
stickers.
Col. Homer Garrison,
Jr., DPS Director, said
that the law allows for no
extension of the April 15
deadline and urged drivers
to have their vehicles in-
spected before the last
minute lines begin form-
ing-
Garrison pointed out that
some 2.25 million vehicles
in Texas remain to be in-
spected in order to com-
ply with state law. This
amounts to approximately
14 vehicles per working
day for each of the 5,500
official inspection stations.
“Undoubtedly,” Garri-
son stated, “many moto-
rists will wait until the
last day, and it may be
very difficult to find an
inspection station that is
not swamped with late-
comers.
“In order to secure an
orderly flow of the re-
maining uninspected vehi-
cles through the inspection
stations we would urge each
motorist to have the in-
spection attended to as
soon as possible. This can
easily be taken care of
during a routine visit to
an authorized neighbor-
hood inspection station.”

Funeral services were
held Thursday for Har-
vey William Bender Sr.,
58, who died Feb. 28 in
a Houston hospital. Rev.
J.W. Turner officiated at
services in the Humble
First Methodist Church.
Born in Spring, Bender
had lived in Humble for
the past 55 years. He was
a locomotive engineer.
He was a member of
Humble Masonic Lodge 979
AF & AM, the Houston
consistory of Scottish Rite,
the Arabia Temple Shrine
and the Humble First Meth-
odist Church.
Survivors include the wi-
dow, Mrs. Eloise Bender
of Humble; a daughter,
Mrs. Charles Joachim of
Humble; a son, Dr. Harvey
W. Bender Jr. of Balti-
more and seven grand chil-
dren.
Burial was in Rosewood
Memorial Park cemetery
under direction of Humble
Funeral Home.

Bill Introduced Asking For
Free Kindergarten Program
In Public Schools of Texas

AUSTIN—A bill has been in-
troduced in the Texas Senate
which would establish a pro-
gram of free public school educa-
tion for 5-year old Texas chil-
dren.
The bill was introduced by
State Senator Don Kennard of
Fort Worth who said establishing
a free kindergarten program
“would be the most salutary im-
provement in our school program
in 20 years.”
Senator Kennard said his bill
provides for matching state aid
to local school districts which
want to establish free kinder-
garten programs.
“School districts may now es-
tablish kindergarten programs,
but the state does not help pay
for them as it does for grades
1-12,” the Tarrant County law-
maker said.
“Therefore, most school dis-
tricts in Texas do not offer kin-
dergarten classes because they
cannot afford to carry the entire
burden of the cost,” he said.
Senator Kennard declared that
his bill not only provides match-
ing state funds, but also ensures
that kindergarten programs made
possible as a result are good.
Total cost of the program for
the first two years of operation
will be about $34.5 million with
the state and local school dis-
tricts sharing the cost on 50-50
basis.
Senator Kennard’s bill would
not require local school districts
to establish a kindergarten pro-
gram.
“We estimate that enough
School districts would voluntarily
take part in the program so that
50 per cent of the eligible num-
ber of 5-year olds in Texas would
find a kindergarten program
open to them in the public
schools this year,” Senator Ken-
nard said.
“Our estimates show nearly
100,000 children will benefit from
the kindergarten program if it is
put into operation in September.
This represents about 50 per cent
of the total eligible number of
5-year olds. In the next year we
estimate that 60 per cent will be
enrolled, and by the 1970-71
school year 80 per cent of eligi-
ble children will be enrolled,”
he said.
Senator Kenard said there is a
mass of evidence to support the
contention of experts that six is
too late an age to start a child
in school.
