Students Ratify Changes Thursday

c. The Court shnll conduct all
Student Association elections
provided for in this Constitution.
d. The Student Court shall de-
termine which of the two meth-
ods outlined in Article II. 5. n.
and b. shall be used to fill vacan-
cies for class vice-presidents and
secretary-treasurers.
Article V. Classes.
Section 1. Membership.
a. Class membership shall be
defined in terms of earned se-
mester hours as determined by
the McMurry College bulletin.
b. Earned semester hours shall
be defined as hours completed
while attending any college or
university including hours ac-
quired through correspondence.
c. A student may vote and sociation who arc members of
run for office only in that class
in which he is a member.
d. When an election has been
called to fill a vancancy the
class membership rules as es-
tablished in Article V. Section
1. paragraph a through c shall
apply.
Section 2. Class Councils.
a. Each class shall have a
Class Council composed of a
class president a vice-president
a secretary-treasurer and five
Student Congress Representativ-
es. b. The members of the Class
Councils with the exception of
Representatives shall be elected
by majority vote of the bona-
fidc members of the Student As-
thc class which the officers arc
to represent.
c. The time of elections terms
of office and qualifications shall
be determined by the provisions
governing the Student Congress
as outlined in Article II. Ill IV.
d. To qualify for membership
on the Freshman Class Council
freshmen must have the ap-
proval of the Registrar and one
of the advisory members of the
Student Association.
f A member of a Class Coun-
cil who advances in classifica-
tion at the beginning of the
spring semester shall retain his
office for the remainder of the
term of office.
ARTICLE VI GENERAL
PROVISIONS
Section 1. General Election Pro-
ced tiros
a. With the exception of con-
gressmen as provided for in
Article II 4.a. a candidate for
election to any Student Associ-
ation Government office must
have a majority of the votes
cast to be declared elected.
b. In case of a tic n runoff
election shall be called for any
office in which a candidate does
not receive a majority of the
votes cast.
C. All candidates shall sign a
statement attached to their pe-
tition that they have read and
that they understand the con-
stitution of the Student Associ-

Vietnam tho fato of this prisoner of war
is a big deal To his wife and children. To
his parents. To die signatories of the Geneva
Conventions. To all rational people in tho
world.
The Red Cross is asking you to consider tho
matter of prisoners of war and those who
are missing in action in Asia.
It is not asking you to take a stand on tho
war itself. It is asking you to ask Hanoi to
observe the humanitarian provisions of tho
Geneva Conventions.
Ask Hanoi to release the names of men it
holds prisoner. Ask them to allow prisoners
to communicate regularly with their fam
ilics. Ask them to repatriate seriously ill
and wounded prisoners. Ask them to allow
a neutral intermediary to inspect places of
detention.

(1 Absentee balloting may be
authorized if the congress deems
such advisable.
o. Filing fee: Each candidate
for election to any office shall
be assessed a fee of $ SO to cover
cost of printing ballots and other
costs incidental to such elections.
f. No electioneering of any
kind shall take place on election
day within twenty feet of the
place of elections.
g. There will be no campaign
advertisements of a permanent
nature. All posters leaflets or
any other campaign material
shall be taken down or removed
within twenty-four hours after
the decision of the election is an-
nounced. h. The campaign expenses of
any candidate for election to
any student office shall not ex-
ceed directly or indirectly the
sum of $25.
i. Tho student association
judges will tally tho results.
j Any candidate found by the
student association judges to
have made a willful non-compliance
with any of the General
Election Procedures in the in-
terest of his candidacy shall
thereby be rendered ineligible
to hold any elective office for
the next semester. In case the
candidate securing the largest
number of votes shall be de-
clared ineligible the second
candidate shall be declared
elected; and in case both the
first and second candidates as
directed above are rendered in-
eligible a new election shall be
called.
Section 2. Election of Executive
Council and Head Cheerleader.
n. The time of election of Pres-
ident Vice-President Secretary-
Treasurer and Head Cheer-
leader shall be set by the execu-
tive officers of the Student As-
sociation to be held not earlier
than the ninth week and not
later than tho twelfth week of
the spring semester.
b. Nominations of candidates
for these offices shall bo by pe-
tition. Each petition must be
signed personally by at least
twenty bonnfidc students of the
College by the Registrar the
Administrative Assistant to the
President and the Dean of
Women and by the candidate
giving his consent and announc-
ing his intention to run for the
office. Petitions will bo due
to the office of Dean of Women
of the College at a time set by
the Student Association execu-
tive council.
Section 3. Election of Class Of-
ficers. a. The election of class officers
excepting the Freshman officers
shnll be held the first full class
week following the election of
the Executive Council and Head
Cheerleader. Officers elected
will be the President Vice-President
and Secretary-Treasurer.
b. Nomination of candidates
of class offices shall be by pe-
tition each petition being signed
personally by at least ten bonn-
fidc members of the class in
which lie seeks office. Petitions
shall be due to the Dean of
Women by the day specified by
the Executive Council. After
clearance with the Registrar and
tho Administrative Assistant to
tho President candidates will be
announced by noon on the fol-
lowing day.
Section 4. Election of Congress-
men. a. The time of election of class
Congressmen excepting the
Freshman class shall be de-
termined by the Executive
Council.
