PANMUNJOM (U.P.)—The Communists balked Tuesday
at opening Pyongyang, capital of Red North Korea, to
neutral truce inspection teams.
Red armistice negotiators nominated five Communist-
held and five Aliied-held “ports of entry” to which neu-
tral inspection teams would be assigned during a Korean
cease-fire.
Most notable' difference between the Communist list
and the 10 cities proposed by the Allies Monday was the
omission by the fcnemy of Pyongyang on the Red side and
Seoul, capital of South Korea, on the United Nations side.
Col. Andrew J. Kinney of the UN objected to the Conr-—Purr. „ .
munist list. He insisted that it should include the two 1
capitals because they are the most important cities and
transport hubs in Korea.
The staff officers reported no progress at the end of
their two-hour, 16-minute meeting.
