■ Our patients come to us with a variety of disabilities
caused by stroke, injury, and disease. We utilize special .
techniques to deal with amputations, fractures, bums,
head injuries, and neurological disorders. We are also
experienced in managing the complications that often
accompany these disabilities.
The magnitude of our challenge varies, and we
welcome every challenge. The reward for our efforts, in
every case, is progress for the patient. No success is too
small for us to celebrate together.
• Each patient in The Center For Rehabilitation is
treated as an individual - not just an illness. Together
with the patient, the treatment team and the medical
director develop a tailored plan that specifies certain goals
and we meet weekly to monitor progress.
Our treatment team includes Experts fn occupational
therapy, physical therapy, speech pathology, rehabilita-
tion nursing, neuropsychology, and social work who each
provide their special skills fof our rehabilitation patients.
The team members are highly-trained in their specialities,
and collaborate in achieving goals set for improvements
in the patient’s functional status.
The services provided by The Center for Rehabilitation
are covered by Medicare and by most insurance policies.

CHAMBERS COUNTY Charles Brack and Sgt. Huey Sigers agree video taping is
a good way to gather evidence in DWI cases.

Video taping pushed by county attorney
Help build thearc
Association for
Retarded Citizens
By JIM KYLE
Chambers County Attorney
Charles Brack, with the help of
Highway Patrol Sgt. Huey
Sigers, has gone all out to equip
three highway patrol squad cars
with video cameras.
The camera is the newest
weapon being used in Chambers
County to shoot video tape of
drunken drivers and show prob-
able cause for arrest
Brack calls it the “Candid
Criminal” program.
“Taping removes the burden
any law enforcement faces in
these cases,” Brack said.
He said that the biggest prob-
lem in DWI cases is Slowing
why the officer thought a sus-
pect was intoxicated.
—t
This home costs a fortune.
“In front of a jury, it is the
officer’s word against the defen-
dant and even video-taping of
the defendant at the station are
not enough,” he said.
Brack said, “In the 30 or 40
minutes between the time you
stop somebody and get them in
the video room, a number of
events can happen”
The videotapes provide
undisputed evidence, Brack
said.
The video-taping device
allows the officer to tape the
actions of a drunk driver as his
car weaves on the road, is
arrested and his behavior on the
way to the station.
“In the courtroom with the
videotape, a picture of the sub-
jects appearance — with a plus,
too, for defendants, because the
officer * is also on camera,”
Brack said.
Brack is sold on the idea of
“Candid Criminal.” but selling it
to county commissioners has
been tougher. The commission-
ers did give him $1,300 to buy
ope camera, but Brack didn’t
stop there.
In the past few months, Brack
has obtained enough money
from the two banks in Anahuac
to equip two more highway
patrol units.
“I’m going to work on this
‘Candid Criminal Program’
until every patrol car in Cham-
bers County is equipped,” Brack
said.
He believes in die near future
every patrol car officer in
America will be equipped with
three things — a badge, a gun
and a videotape recorder.
“If it were all up to me,”
Brack said, “they would have
them now.”
