GCAD urges
CED tax
payments
At its regular meeting last
week, the Gaines County
Appraisal District Board heard a
report that there were several
delinquent tax accounts for the
years 1991 and prior.
Attorney Joe McGill, who
collects delinquent taxes for the
district, representing the eight
jurisdictions within the county
who contract with the district,
told board members at their
meeting that there was a very
large number of uncollected taxes
and that the required three
notices had been sent to all of the
delinquent taxpayers. It was
speculated most of the delinquent
taxation dealt with the C.E.D.
taxes.
The Appraisal Board has
stated that the amount of taxes
due is not subject to change
because of the legislative process
now going on in Austin
concerning school taxation, nor
will the pending litigation
between Amerada-Hess and the
Appraisal District affect the
amount due for taxes. For one
thing, the C.E.D’s were not
declared unconstitutional until
1992, therefore not affecting
1991 taxes at all. In addition, the
State Supreme Court, while
ruling the C.E.D’g
unconstitutional, did state that the
tax could continue to be collected
until July 1 of this year.
The district’s contract with the
eight taxing entities requires that
the district use every means
available to collect the taxes so
that funds are available for the
operations of each entity. If a
lawsuit is Hied, the average cost
to the taxpayer is $134.50.
Appraisal District officials
urge those who have delinquent
taxes due to pay the taxes in
order to avoid continued
penalties, interest, attorney’s fees
and court costs on those taxes
due.

to meet today
A joint meeting of the Gaines
County Appraisal District Board
and the Appraisal Review Board
will take place today
(Wednesday) at 5:30 p.m. at the
appraisal office, 302 SE Ave. B.

City ups commercial
landfill load rates
The Seminole City Council
breezed through a routine agenda
in less than an hour at a called
meeting Monday.
A rate increase for commercial
haulers to the city landfill was
approved which will raise the
rate from the current $12.50 a ton
to $20 a ton. According to
figures, that would average out to
an increase of $2 per month per
customer for commercial haulers
in the county.
Also approved by councilmen
was a resolution amending the
city’s personnel policy which
gives authority to override the
policy which the new one
replaced.
The resolution became
necessary following recent
approval of the new drug policy
for the city. There was nothing in
the new policy stating that the old
policy would no longer be in
effect. The resolution passed
stated that the personnel policy of
the city "may be amended at any
time in accordance with the

delegating Mayor Wayne Mixon,
City Administrator Tommy
Phillips and Finance Director
Anna Smith to sign on accounts
held by the city at the city
depository.
Tabled was a discussion on the
Cable television rate increase and
the awarding of bids for a fire
station building addition. Those
items are expected to be
discussed at the next council
meeting March 8.
The council approved current
bills in the amount of $59,626.58. _ __^

of $40,389.78, compared to
$33,894.57 a year ago, an
increase of 19.16 percent. For the
year, Seminole has received
$64,019.68, compared to
$55,343.65 a year ago, an
increase of 15.68 percent.
Seagraves’ payment was
$7,644.72, compared to
$10,28.00 a year ago, an increase
of 10.74 percent.
February rebates to Texas
cities showed an increase of 17.5
percent from a year ago, to
$192.1 million, compared to
$163.4 million last February.
This month’s payments
included taxes collected on
December’s Christmas sales and
reported in January by businesses
filing monthly returns.

oath of office to new board
members and elect officers for
1993. Both boards will then
discuss the agreed judgement
between Amerada Hess and the
jurisdictions of Gaines County.
An executive session is also
contemplated.
No new fliers
for school, city
No new candidates had filed
for either the Seminole School
Board or Seminole City Council
as of presstime Tuesday.
Janelle Sullivan and Roger
Neitsch had filed for District 1 on
the school board, while
incumbent Rob Bowers had filed
for school board District 2. The
other current school board
incumbent, Raymond Lambert,
has said he >vill not be a
candidate for re-election.
In the council race, incumbent
Jerry Norman had filed for re-
election in District 2. Also up for
election are council positions
held by Charlie Jones in District
1 and Weldon Jenkins in District
3.
Those wishing to file for a
place on both the school board or
the council have until March 17
to do so at the school business
office and Seminole City Hall.

‘Skywarn’
The annual "Skywarn"
meeting will take place today
(Wednesday) at 7 p.m. at the
District Courtroom of the
Gaines County Courthouse.
The approximately three-
hour session will feature
personnel from the National
Weather Service Office in
Midland, who will instruct
those attending on how to
spot severe weather.
All interested persons are
encouraged to attend. There is
no charge.

Gaines County Crime Line
has scheduled its annual
business meeting for 7:30
p.m., Thursday, Feb. 25, at
the Gaines County Party
House. New officers will be
elected at the meeting.

Free Pre-school
A free Bible-based pre-
school for three and four-
year-olds will begin Thursday
morning, March 4, at West
Side Church of Christ, and

elected to the board of
directors to replace Walker
Sims, Mark Mann, Tom
Adams, and Tommy Pipes.
Reports on 1992 activities
and consideration of new
business will be discussed.
