State of the Region
by Juliet K. Wenger
With a new start on 911
addressing in Brooks County,
progress is being made across the
Coastal Bend region. Counties are
in different stages of the process.
/ Aransas County completed
the naming of streets and number-
ing of buildings in 1994, the first
county in the region to do so.
Addresses have been verified.
« Cindy Guerrero., postal coordinator
for south Texas, said residents will
receive notification that they can
use their 911 addresses as their
mailing addresses the early part of
February. This is the last step in
providing a data base that can be
kept updated.
/ In Bee County, a postal con-
version is now 60 percent complete
in the Beeville area. Michael Silvas,
addressing agent, said that the post
off ice is in the process of notifying
residents of 911 addresses and is
accepting those addresses. Inside
Skidmore, where residents have
post office delivery, a meeting with
the postmaster to discuss an action
is the next step in identifying resi-
dents and matching them to their
911 addresses. In the Papalote area,
40 percent of the residents have
been notified by the addressing
agent of their addresses. In the
northern end of Eee County, 50 per-
cent of the residents have received
notice of addresses.
A county map has been com-
pleted, 7,000 produced and made
available to citizens, emergency
providers, post offices and tele-
I phone companies.
/ In Brooks County, the
Commissioner's Court has approved
hiring an addressing agent, and

Commissioner Raul Ramirez has
been named coordinator. County
roads have been named. Naming of
private roads is under discussion.
The city, county, appraisal district
and post office have all agreed to
work together to accomplish the
addressing project.
/ Readdressing in certain parts
of Duval County is necessary.
Resident inside city limits of San
Diego, Benavides and Freer have
911 addresses. Addresses outside
city limits must be determined and
verified. A meeting is scheduled
with the sheriff to decide how to
proceed.
/ Jim Wells County has com-
pleted 90 percent of the process.
The county has been addressed
since 1995. Residents of Alice,
Orange Grove and Sandia zip code
area have been notified of their 911
addresses. Notification of residents
of the Premont area is in process
and should be completed this
month. Residents of Orange Grove
and Premont have post office box
delivery. Meetings will be held with
postmasters to discuss notification
of 911 addresses.
/ Addressing was completed in
Kleberg County in 1996. The verifi-
cation and notification process in
the Kingsville area is 60 percent
complete. Forty percent of residents
inside Riviera have been matched to
addresses. Inside limits of both
Ricardo and Riviera, residents have
post office box addresses. Meetings
are to be scheduled with postmas-
ters to plan 911 address notification
of residents.
County roads have been named
in Kenedy County, but no numbers
assigned. Most residences in the
county are on ranches behind gates.
y Live Oak County has been
addressed since 1997 and is in final
stages of the process. Residents of
both Three Rivers and George West
use Post Office box address, but
have been notified of 911 addresses
within city limits. John Simonson
said the postmasters are now
accepting requests for use of 911
addresses. He is working with city
personnel where readdressing is
needed. Forty percent of the resi-
dents outside city limits have been
notified of their 911 addresses.
Residents of Pernitas Point using
their 911 addresses.
/ Addressing is still underway
in Refugio and is about 80 percent
complete. All private roads have
been identified and public roads
have been identified named and
measured. A meeting will be held
with the post master of Woodsboro,
where delivery is to post offices, to
discuss matching residents to
addresses.
/ In San Patricio County,
Mathis and Edroy have completed
postal conversion, a 911 address is
requires there for telephone and
utility service. Postal conversion is
to completed by the end of January
in Odem and Sinton zip codes.
Verification of addresses should be
completed by the middle of
February in Taft and Gregory zip
codes. Data entry of field notes is
underway outside city limits of
Aransas Pass and Ingleside.
Residents of Ingleside have been
using their 911 addresses since 1997.
Rylander Delivers Tax
Rebates To Texas Cities
State Comptroller Carole Keeton
Rylander delivered $318.2 million
in monthly sales tax payments to
1,097 Texas cities and 118 counties
Friday. This year's payments a 9.5
percent increase over the $290.5
million allocated to cities and
counties in February 1998.
"February sales tax rebates
reflect holiday season sales by
Texas retailers. It appears that
retailers had a very good
Christmas, an indication of Texas'
strong economy and high con-
sumer confidence," Rylander said.
This month's payments to cities
and counties include sales taxes
collected by monthly filers in
December, and reported to the
Comptroller in January, plus quar-
terly returns for sales in October,
November, and December, and
returns from annual filers for the
entire year of 1998.
The city of Odem received a
sales tax rebate of $8,961.14, 2.6%
higher than the $8,733.60 deliv-
ered in February 1998.
Overall, Rylander delivered a
monthly sales tax rebate totaling
$293.6 million to Texas cities, 9.9
percent higher than last February's
payments of $267.1 million.
Rebates of $24.5 million to Texas
counties were up 9.5 percent com-
pared to those paid in February
1998. Another $9.7 million went to
37 special purpose district around
the state.

Fourth Grader Wins Spelling Bee
Jessica Medina, a forth grader at Odem elementary
school, outspelled 28 other students to win the campus
spelling bee.
Medina won after she correctly spelled "volcanoe"
and" and "rend," since the winner has to win by two
words.
Medina will now advance to the South Texas
Regional Spelling Bee to be held Saturday, March 27 at
the Bayfront Plaza Convention Center in Corpus
Chrisiti where she will face 125 other campus winners.
Nadia Juarez was the runner-up and will act as the
school's alternate.
Medina is the daughter of Joe Medina and Diana
Lopez of Odem.
The winner of the regional contest will advance on
to the National Spelling Bee, held in Washington D.C~
the week of May 30, 1999.

'Money 2000' Program Slated
Whether you are interested in
learning about debt reduction,
saving money, leasing a car or
simply balancing a bank state-
ment, the San Patricio County
Agriculture Extension Service has
a plan for you.
The Money 2000 Plus program
begins in March. Its objective is
for 2000 families to save or
reduce their debt by $2000 by the
year 2000 — plus do a little bit
more.
Marian Ross spearheads the
project in Tarrant County, one of
the most heavily populated coun-
ties in the state. According to
Ross, over 200 people per month
filed for bankruptcy in 1996.
"Bankruptcy is not the
easy way out, and this program
gives them the educational tools
to survive," she said.
