LP lieutenant graduates from leadership school
STAFF REPORTS
The La Porte Police Department
has a reason to celebrate one of its
own.
On Aug. 3, Lt. Ed Swenson grad-
uated from the Leadership
Command College of the Law
Enforcement Management Institute
of Texas. The three-module nine-
week program is taught by an asso-
ciation of universities throughout
Texas and provides law enforce-
ment administrators and executives
with the skills necessary to effec-
tively manage police agencies and
deliver a high level of service to
their various communities.
Lt. Swenson is a military veteran
who has been with the La Porte
Police Department for 27 years. He
currently serves as the commander
for the agency’s support services
division and completed the demand-
ing Leadership Command College
while also formally pursuing a
bachelor’s degree in criminal jus-
tice.
To elaborate on the Leadership
Command College process, the first

SWENSON Module II, present-
ed at Texas
Woman’s University, focuses on the
political, legal and social environ-
ment of law enforcement. The pro-
gram then concludes with training
in law enforcement administration
at the third module, which is held at
Sam Houston State University.
Top national and international law
enforcement experts teach each of
the three, three-week modules
attended by participants in the pro-
gram. Topics include leadership,
professional ethics and integrity,
communication and personnel man-
agement issues. The command col-
lege curriculum also strives to keep
participants on top of contemporary
issues in criminal justice.
This program is one of many
offered by the Bill Blackwood Law
Enforcement Management Institute
of Texas, headquartered on the cam-
pus of Sam Houston State
University in Huntsville. The insti-
tute, known as “LEMIT,” has been
training law enforcement managers
and executives since its inception in
1987.
LEMIT offers numerous semi-
nars, training for police chiefs, and
the leadership program, which is
one of the premiere law enforce-
ment academies in the nation. No
tax monies are necessary to support
LEMIT, which is funded by a sur-
charge on criminal court costs;
affording eligible Texas Law
Enforcement managers and execu-
tive’s essential professional devel-
opment. Between one and two thou-
sand Texas law enforcement person-
nel benefit from LEMIT training
each year.

• Police arrested a home-
less man in connection
with a purse snatching that
occurred in the 3300 block
of Rollingbrook Sunday.
The stolen purse was
recovered, police said.
•A 43-year-old Baytown
man went to jail Saturday
after first running away
from police then resisting
arrest. The foot pursuit and
arrest occurred in the area
of Stowe and Yupon Street.
Victim leads
police to
suspect
A Baytown woman led
police to a man who was
involved in a traffic acci-
dent with her, but fled
from the scene.
It happened about 4:30
p.m. Saturday.
Police said the woman
followed the hit-and-run
driver from the accident
scene in the 4400 block of
Garth to the 4900 block,
where police stepped in
and issued him a citation.
Assaults
• Police arrested a
Baytown man for an
assault on his common-
law spouse and public
intoxication in connection
with an incident that
occurred in the 3400 block
of Shady Hill about 8 a m.
Sunday.
• A 35-year-old Baytown
woman went to jail on an
assault charge after an
incident that occurred in
the 2800 block of
Kettering Drive about 8
a.m. Sunday, police said.
Drug, alcohol

Sunday evening after they
stopped him for a traffic
violation at Bolster and
Lee Drive, then found him
in possession of a small
amount of crack cocaine.
• When a Baytown offi-
cer tried to stop a vehicle
for a minor violation, the
driver sped off, but after a
brief chase, crashed into a
travel trailer in the 4300
block of Crosby-Cedar
Bayou Road. The 19-year-
old driver got out and ran
away but was later cap-
tured, police said. He will
face an evading charge
while two female passen-
gers in his vehicle, ages 18
and 19, were charged for
possession of marijuana
and a 19-year-old male
passenger charged for vio-
lating a city ordinance.
Burglaries,
thefts
• Someone broke into a
couple of stores in the
2200 block of North
Alexander about 3 a.m.
Sunday and stole $50 cash
and some $200 worth of
other property while caus-
ing $250 worth of damage.
• A man told police
someone stole his cell
phone at a donut shop in
the 4400 block of Garth
Road Sunday morning.
• Someone called police
to report the theft of a cam-
era at a business in the
2200 block of North
Alexander about 6:45 p.m.
Sunday by two white
males. No other descrip-
tion was given.
• Police said someone
stole $400 from an apart-
ment in the 4600 block of
Village Lane Sunday.
• A Baytown reported a
theft at a bar in the 1800
block of West Main
Saturday. Loss is $1,400.
Vehicle crimes
• Someone broke into a
vehicle parked in the 500
block of Ward Road very
early Monday and stole a
purse and other items.
Loss is $665, police said.
• Someone stole a vehi-
cle from outside San
Jacinto Methodist
Hospital, 4401 Garth,
between 11 p.m. Friday
and 3 a.m. Saturday, police
said.
• Someone stole a vehi-
cle from a business in the
7500 block of Decker
Drive Saturday.
• Someone stole a blue
over silver 2001 Dodge
Ram pickup from an apart-
ment complex in the 4600
block of Village Sale
Saturday, police said.
60 offenses
Between Saturday and
Monday mornings,
Baytown police wrote 60
incident reports and inves-
tigated incidents that
included three assaults;
two auto thefts; two bur-
glaries Of buildings; two
vehicle burglaries; two
criminal mischief cases;
four driving while intoxi-
cated cases; nine theft
cases; and 11 miscella-
neous cases.
Baytown officers also
worked 14 traffic accidents
during that time period and
reported related injuries at
four of them.
