port the government, granting to it
only such powers ns were necessary
for the protection of life and prop-

that should come from the individual.
A striking illustration of the idea is
found in the proposed Sterling-
Towner educational bill pending in
Congress and the view in which it Is
held by persons who have become

der of an appropriation from the
national treasury. In this connec-
