NOTICE OF PUBLIC HEARING
NOTICE is hereby given that the Community Development Division of the City of Baytown will
hold a public hearing on Tuesday, October 19,1993 at 7:00p.m., in the pecan Room of the Civic Center
located at 2407 Market SL, Baytown, Texas 77520.
The United States Department of Housing and Urban Development (HUD) through the HOME
Investment Partnership Program (HOME) provides funds to the State of Texas pursuant to Title II of the
Cranston-Gonzales National Affordable Housing Act (NAHA) of 1990, and HUD's Regulations at
24CFR Part 92, to develop and implement strategies to make available funds for affordable housing by
creating a public-private partnership. The Texas program will give priority for funding to non-
participating jurisdictions which do not receive HOME funds directly from HUD. The City of Baytown
is a non-participating jurisdiction and as such must apply to the State of Texas Department of Housing
and Community Affairs on a competitive basis to receive funds.
The Texas program will give priority for funding to non-participating jurisdictions to meet the
objectives of the HOME program which is to provide low and very low-income Texans with affordable,
decent, safe and sanitary housing. The City of Baytown is applying to the State of Texas for $400,000of
HOME funds. If the City receives these funds they will be used for rehabilitation of owner-occupied
single family residential units for low-income and vety low-income residents of Baytown. Assistance
will be in the form of forgivable loans to qualifying applicants.
The purpose of the public hearing is to hear comments from the citizens of Baytown on the proposed
activities to be undertaken with HOME funds.
All persons wishing to address the City's intent to apply for HOME funds or the proposed activities to
be undertaken will be heard.

Evacuations staged in Haiti
PORT-AU-PRINCE, Haiti (AP) — With a U.S. watship floating
uncomfortably close cm the horizon, some Haitians said they felt
indignant and bullied, but believe only foreign intervention can re-
store democracy and end army terror.
Canada and Belgium, fearing turmoil, urged their citizens to leave
the country as soon as possible. Foreigners and Haitians crowded the
airport Sunday, and thousands of city residents jammed buses
headed to the countryside, scared of more army violence.
U.S. Marines and a helicopter squadron were headed to die U.S.
naval station in Guantanamo Bay, Cuba. The base could be tire stag-
ing area for an evacuation of Americans here, if necessary.
