Campus Turmoil Slows
Lower Vote Age Push
By JOSEPH R. TYBOR
Associated Press Writer
A drive to lower the voting
age from 21 Is gaining momen-
tum in several of the 40 states
where it is a Hve issue but
campus violence is causing
backlash that could halt it

“National leaden have come
out hi recent months in favor of
lowering the voting age,” says
state Rep. Jim Beatty of North
Carolina. “The public is more
conscious of the issue and there
is increasing sentiment for it.’
But legislators in some states
say student violence and disor-
ders reflect an irresponsibility
and immaturity that will work
against passage of such legisla-
tion.
And the crop of beards and
long hair among the nation’s
youth also is having an effect on
the debate. __
“If we’re going to give these
youngsters voting privileges,
they should look like citizens,”
said Wyoming state Sen. J.W.
Myers.
Four states have a voting age
lower than 21: Georgia and Ken-
tucky, both 18, Hawaii, 20, and

committee chairman, Sen. Mar-
lin K. McDaniel, legislators are
furious over campus violence.
Supporters of lower voting
age bills contend that giving col-
lege-age youths the right to vote she thinks it can win this year
will lessen student turmoil
“Giving them the right to vote
is one of the most singularly im-
portant things we can do,” says
George R. Moscone, a young
California Senate Democrat
from San Francisco. “It would
be a clear admission on our
part, on the part of the Estab-
lishment, that we realize tithes
have changed.”
Moscone’s bill-submitted for
the, third straight year-to lower
the voting age ran into trouble
from some lawmakers angry
over student disorders at San
Francisco State College and the
University of California at
Berkeley. The state Senate re-
jected his bill on April 9.---

A recent inquiry of the Na-

that funds to expand the Odessa
armory would not be approved
because there were other armo-
ries in Texas which were being
used for training fewer men
than the armory was designed
to train, Ayers said.
One of these “under-utilized”
facilities is in Abilene. The Abi-
lene armory was constructed for
five units with training space
for 500 guardsmen. Two Guard
units are now in Abilene with
an authorized strength of 164,
Ayers said.
Of the 68 Guardsmen in Ar-
rowhead, only 31 live in Odessa.
They could be transferred or at-
tached to units in the Odessa-
Midland area, Ayers said. Of 30
officers in the unit, only three
live in Odessa.
