Estuary Program Members Sought
Commissioners were concerned
this week with a call for several
committee nominations to the Cor-
pus Christi Bay National Estuary
Program. The call has gone out for
the appointment of knowledgeable
citizens to serve on the Science and
Technology Advisory Committee,
the Citizens Advisory Committee
and the Local Government Advisory
Committee. In their deliberations,
the commissioners reviewed dozens
of county citizens qualified to serve
on the various committees based on
their past experience and expertise
in the areas of soil and water con-
servation and protection, local
government, industry, marine
ecology and other areas.

our lives and community. We open the gifts under the
Christmas tree and yet we also recognize the greater
gifts that are in you and men. We do not need to travel
the world over, as the man in our story, to encounter this
special gift. We recognize the life-giving miracles on
every street corner of Odem and Edroy. Miracles of
kindness and generosity. People willing to work
together, pray together and even play together, for the
Faith in our town is great and “if God is for us, who can
be against us.” (Rom. 8)
May this Christmas Season and coming year be filled
with many blessings for your family and our communi-
ty. Look around you...How blessed we are with the many
special gifts He has given us. Amen.

Dario Bargas Jr. To Seek
District 31 Representative Seat
‘South Texas is becoming more
recognized in Austin and I hope to
help continue the progress we are
*- starting to see,” said Dario Bargas
Jr. while announcing his candidacy
for the Texas House of Represen-
tatives, District 31 seat.
Bargas, a lifelong resident of
Odem and a Sinton attorney, had
been an attorney for Coastal Bend
Legal Services since 1987 and is now
in the process of establishing a
private practice in Sinton.
Bargas achieved his Doctorate of
Jurisprudence at the University of
Texas Law School in 1987. He receiv-
ed a Bachelor Degree in Govern-
ment from the University of Texas
at Austin in 1984. In 1983 he received
a Sloan Foundation Fellowship to at-
tend the Lyndon Baines Johnson
School of Public Affairs Summer In-
stitute. He is a 1980 graduate of
Odem High School.
‘‘The District has been extremely
fortunate to have a representative
the caliber of Robert Earley,” said
Bargas. “If he wasn’t running for
Railroad Commissioner, I would not
be seeking the District 31 seat. I do
feel I can represent the people of this
district effectively.’’
As a member of the Odem-Edroy
Independent School District Board
of Trustees, Bargas places a high

establish their willingness to serve,
if elected to the committees. Only
one nominee was determined at this
week’s meeting. It was unanimously
decided that Pet. 4 Commissioner
Gordon Porter should be nominated
to the Local Government Advisory
Committee not only for his obvious
association with local government
but also for his level of expertise in
the area of marine ecology and con-
servation.
The commissioners also heard
from the County Health Department
this week, when the health depart-
ments administration submitted, for
the commissioners consideration
and approval, a written policy for
County Indigent Health care client
travel and meal expenses related to
medical care. As Health Depart-
ment representative Homer Roblez
told the court, the policy was strictly
a housekeeping measure to insure
that all persons associated with the
Indigent Health care effort could be
aware of the extent of the services
available to indigent clients in pro-
viding access to medical services.
Sinton City Manager Ron Garrison
was on this week’s agenda at the
meeting of the San Patricio County
Commissioners Court. The subject
at hand was to disclose the city’s
rates for sewer service to the Ran-
cho Chico and La Colonia sub-
divisions, both of which are outside
the city limits. Rates for the newly
available service, like rates for
water service, will be slightly higher
than those charged within the city
limits.
According to Garrison, the
minimum, or basic charge for water
and sewer service for the two sub-
divisions for the months of January
and February will be $13.78. In Mar-
ch, the city will have a more ac-
curate estimate of water and sewer
usage in the area and will adjust the
rate accordingly. Garrison said that
in some cases, the rate will go up
and in others, the rate will be reduc-
ed since each user will have
established a usage record during
the two month period.
County commissioners approved
of the method used in establishing
the rate and have called for public
hearings on the issue on Monday,
January 10, 1994. Concurrent hear-
ings will be held at Cancino’s

Probationers
Contribute To
Toy Drive
Adult Probationers in San Patricio
County donated $2,413 to the San
Patricio Law Enforcement Toy fund
this year which amounted to almost
two-thirds of the total amount in the
fund.
The probationers who received
Community Service Restitution
hours as a condition of their proba-
tion were given an opportunity to
help children who would not other-
wise receive Christmas toys by
donating up to $20 to a specified fund
in the county where they are under
supervision. For each dollar
donated, up to the maximum of
twenty, the probationer received
credit for one hour of Community
Service.
Dana Hendrick, Director of the
36h, 156th and 343rd Judicial
Districts Community Supervision
and Corrections Department said,
“We wanted to give our probationers
the opportunity to give something to
the children in the community. The
positive experience of touching the
heart of a child, reaches the child
that is a part of everyone.”
Toys for the Judicial Districts five
counties were purchased last week
and will be distributed to some 250
children in San Patricio County

Commodity Applications
Being Taken In Odem, Edroy
The Commodity Program will be
taking new applications in Odem at
the Parish Hall Catholic Church in
Odem Jan. 3 from 8 a.m. to noon.
Also on Jan. 3, the Commodity
Program will be taking applications
in Edroy at the Parish Hall Catholic
Church from noon till 2 p.m.
Documentation for new applica-
tions includes identification such as
a driver’s license, ID card or Social
Security Number and proof of
residence such as a utility bill.
If you receive AFDC, Food
Stamps, SSI or MAO, please bring a
verification letter.
Commodities distribution will be
at the same locations in Odem and
Edroy on Jan. 24 from 9 a.m. to
noon.

The San Patricio County Grand
Jury has returned indictments
against 24 individuals charging
crimes ranging from Aggravated
Assault to Possession of a Controlled
Substance.
Charged with Aggravated Assault
are 18 year old John W. Ballman of
Aransas Pass, Jaime De Los Santos,
18 of Sinton, Cirildo Munoz Jr., 31 of
Mathis, Apolinar T. Munoz, 26, of
Mathis and charged with Ag-
gravated Assault and Failure to Stop
and Render Assistance is 17 year old
Daniel Vela of Taft. Charged with a
Assault (Class A Misdemeanor) is 17
year old Corina Olmeda of Edroy.
Indictments charging Sexual
Assault and Indecency with a Child
have been returned against 37 year
old Gene E. Fowler of Portland, 23
year old Donald P. Hutchinson of
Plant City, Florida and Manuel L.
Guzman (city of residence not
specified). Similarly accused of In-
decency with a Child, is 44 year old
Domingo Cordova of Odem. Charged
with Burglary of an Automobile is 19
year old Roland Mendoza and 20
year old Fabian. Puentes, both of
Mathis.
Charged with Driving While Intox-
icated, Repeat Felony Offender is
Henry Rodriguez Escobar, also
known as Enrique Escobar, age 58,
of Portland. Also charged with Driv-
ing While Intoxicated is 59 year old
Refugio G. Gonzalez, Jr. of Taft.
Charged with Failure to Stop and
Render Assistance is 35 year old
Carl Jay Ming of Ligleside.
Indictments charging Felony
Forgery were returned against 23
year old Charlene Denise Waddell of
Houston, 27 year old Helen R. Mar-
tinez of Sinton and 19 year old Lori
Ann McCoy of Aransas Pass. Charg-
ed with Kidnapping is Gary Patrick
Perez, age 26 of Odem.
Charged with Felony Possession
of Marijuana is 33 year old Tomas
Martinez Jr., of Brownsville.
Similarly, 29 year old Raynaldo
Casas Jr. and 24 year old Ruben
Cuevas, both of Brownsville, were
charged with Aggravated Posses-
sion of Marijuana and Failure to
Pay Controlled Substance Tax.
Charges of Possession of a Controll-
ed Substance were filed against 39
year old Enrique Saldana of River-
view, Florida and 35 year old
Manuel Porras Jr. of Refugio.

Burr Seeks Re-Election
As County Treasurer
Judy Burr, San Patricio County
Treasurer, announces she will seek
re-election to a second four-year
term. First elected in 1990, the 48
year old Democrat says she has seen
numerous changes made in her of-
fice which increased the value of
service to the county taxpayers.
“After taking office in January
1991,1 saw that my staff and I could
handle more administrative duties,”
Burr said. “After discussions
between myself, the county auditor
and the commissioners, the court
decided to transfer the investment
management, payroll, and worker’s
comp, functions from the auditor’s
office to the treasurer’s office. ”
Also during her first term, Burr
attended training and completed
certification at seminars sponsored
by the Texas Association of Counties
