The struggle is Rmong ,
Communists trying to win over
the bolder people, Chinese Na-
tionalists trying to counter the
Communists and toe Indian gov-
ernment, trying to keep rein on
both.
The only easily visible sign of
the struggle is the large number
of Chinese tea shops, shoemakers,
and other petty , tradesmen in toe
frontier towns of Kalimpond and I
Darjeeling, where toe main routes I
from Tibet enter India.
... seem far more of these people I
than can possibly earn a living at
their ostensible businesses.
The presence of Chinese also is
noticeable in Shillong, headquar-1
ters for India's Northeast Fron-
tier Agency which China claims
as her territory, and in Calcutta,
the economic center for this en-
tire area. There are about 12,0001
Chines* in India
Occasionally the struggle comes !
to the surface in the form of an
Indian government order fori
some Chinese to leave the coun- j
try. Several dozen such
have been repotted.
Such cases possibly get into the I
more specialized field- of spying.
•Neutral India has also-caught toe
Soviet Union and several other |
countries at it.
But fte struggle for allegiances I
in the border areas is more far-
reaching; After the Chinese Com-
munists crushed the Lhasa upris-
ing of 1959 and began a ruthless
remoulding of Tibet to a Red pat-
tern, Communist propagandists
became active along the frontier.
Their line is that toe Tibetan
people are'now better off ahd that
the frontier people should be unit-
ed with them.
The Indian government has a
special officer pasted in Kalim-
pong to counter such propaganda.
There is also an extensive Indian
intelligence network" in the -border
