Gillespie County Commissioner of precint 2 Billy Roeder was the
moderator. He recognized Karen Kibbe first. She was the grant
writer and she brought up to date with the report of what had taken
place and when we were actually awarded the $500,000.00 grant.
Kibbe also told us that $82,000.00 more is needed to be able to do
this project. The elected Harper Community Water System board
members have been looking into different ways we can get this
money. They found that L.C.R.A., which is a non-profit
organization, would take on the duty of getting the construction,
laying the pipelines, digging the well, etc. done and loan us the

members before the project is started will have all the pipelines
installed and digging of the ditches or trenches for the pipe and any
other work needed for this installation done without charge. If you
however, decide to wait and join at a later date, then you will have
to pay for all of those services yourself which could cost anywhere □□□□□□□□□□□□□□□□□□□□□□□□□□ODOOD
