While the bonus plan is

Ticket prices for the NBA
season in the HemisFair
Arena during 1981-1982 are
S15, $12, $11, $9, $8, $6
and $4 in the fuU season tic-
kets and for the half-season
tickets the prices are $9,
$8, $6 and $4.
Now, the bonus plan. For
instance if a fan purchases
a $15 season ticket for a
total $612.75-these seats are
the Spun investon boxes and
the Tint row around the play-
ing court-the Spun fan gets
his choice of 10 free $6

tickets and making one full
payment, the more bonus tic-
kets the fan will recieve.
There are some important
facts about the season ticket
campaign: the half-season tic-
ket is for 25 games of the
fan s choice; the renewal
deadline is June 12th with
new season tickets being sold
beginning July 1, and any
unused 1981 playoff tickets
can be applied to the sea-
son ticket cost before June
12th.

Recent headlines trumpeted
the announcement that miF
lions of dollars would be
needed to build a new Coun-
ty Jail facility and I am sure
that everyone was shocked
at some of the figures that
were thrown around. Let’s
take a look at what caused
this story and some of the
figures that were used.
The Bexar County Com-
misai oners Court recently
engaged the services of
our local Jail Architects,
Johnson-Dempsey & Asso-
ciates, in conjunction with
the nationally recognized
firm of Hellmuth, Obata &
Kaaaabaum, Inc., to do a
study as we try to determine
our long range incarceration
needs in Bexar County. The
report which they produced,
which attempted to ascertain
our incarceration needs
through the year 2000, is
what produced all of the
news piper stories.
They had a two-fold task
as they undertook their
study. Number one was the
development of a long range
plan for facility expansion to
meet probable future drtm-

number two, the develop-
ment of a renovation plan
for the Bexar County Deten-
tion Center in order to meet
the requirements for ex feting
facilities as established by
the Texas Jail Standards
Commission.
Realizing that any such pro-
jections that far into the fut-
ure were very subjective, the
consultants came back to us
with the following projec-
tions. It was projected that
the population of the Bexar
County Detention Center
will be in the area of 1600
inmates by the year 1990 and
could grow as high as 2400
by the year 2000.
It was their conclusion that
renovation of the existing jail
facility could cost almost as
much as a new facility and
that,perhaps the most reason-
able course of action would
be to utilize the existing
facility on an interim bads
and to gradually phase it out
as a detention facility. Thev
suggested that possible cover-
age could be to a new juven-
ile detention facility, an ex-
panded detoxification tack
lity, or office space.
The cost estimates, in order
to provide a 1600 inmate
facility by 1990, would range
as follows. At a minimum H
would ran some $45 million
dollars which would include
$8 million dollars to renovate
the existing jail and to con-
struct some 684 new single
cell units. The maximum fi-
gure of some $88.2 million
was achieved by projecting
the construction of an entire-
ly new jail frdHty consisting
of 1600 new single cell units.
Anyway that you look at it,
these are very large figures in-
deed, and they would have to
come from a bond issue
which must be voted favor-
ably on by you, the tax
payer.
Personally, I think the Com-
mon oners Court must ex-
haust all other remedies
before coming to the tax
payer for such a large bond
feaue and the other alterna-
tives are ways in which to
reduce the jail population
while still providing for the
safety of our community.
Realizing that we do not
simply want to empty our
jail of all its inmates, we
should still infest on a pro-
perty functioning magistrate
and personal bail bond sys-
tem to gieed arrest and re-
lease procedures for those
people who can aifely be
released under proper guide- lature which would provide
lines. Legislation is current- for work release programs

could reduce their jail
sentence by working on
public works projects for
local governments. An
alternate method for hand-
ling drunks has also been
suggested, rather than sim-
ply jailing them and the fact
is that drunks comprise a
goodly portion of die jail
population.
Only when all such al-
ternative provisions for re-
ducing the jail population
have been explored, should
we come to the taxpayer
for such a large bond issue.
