East Grows

Remember October 1962 and
the Cuban missile criiia? The
world held its breath and won-
dered for many agonizing hour*
whether this was It.
Could something similar
happen tai the Middle Eiaat?
Things are looking ugly. The
angry tone of the latest So-
viet bUst at the United States
suggests that the intensifica-
tion of Arab-lsraeli warfare
has set buck Soviet-American
relations in that sphere, at
least, by more than two years.
A showdown does not aown to
be around the comer. Perhaps
the danger Is long-range. But
men with long experience in
government and diplomacy say
it cannot be ruled out. There is
no insurance that the superpow-
ers can keep developments in
the Middle East under con-
trol.
'The danger is always
present of a new crista of conf-
rontation," says a source who
was close to the Cuban one.
"We cannot assume there won’t
be one. even if It is not precisely
like that of 1962 . Then there was
an imbalance in our favor In
missile weaponry and that was
significant.
“What if Israel one day was
on the point of being defeated?
What would "the United States
do? At this point, nobody can
say.” s v-—--——■]_
The Soviet statement Monday
pledged all “necessary" aid to
Arab states to defend them-
selves, an indication that Mos-
cow intends to provide more
hardware, including MIG23
planes.
The Russians still insist they
want a peace settlement. But
whatever little progresi may
have been made two years ago
on that score, at least, seems to
be fading away, if it hasn’t al-
ready evaporated.
A few weeks after the 1167
war ended, President Lyndon 8,
Johnson met at Gtaasboro, N. J„
with Soviet Premier Alexei N.
Kosygin. Johnson'spublk state-
ments placed the Middle East at
the top of their agenda. When
the talks were over, Johnson
said the meeting had made the
world "a little lias dangerous"
and reported that while there
had been no ready agreement
on the Middle East, the posi-
tions of the two were "a long
way from total difference.”
Immediately afterward,
some U.N. diplomats said
they believed some sort of
secret agreement had been
readied on measures to avoid
new Middle East arms

Soviet-American agreement of
any kind, it was noteworthy that
shortly after Glassboro, Naa-
ser’s government was reported
to have ordered its information
media to mute calls for a new
war. .-
Whatever took place at Glass-
boro, the arms race in the Mid-
dle East did escalate, In the fi-
nal days of the Johnson admin-
istration, the United States
agreed to sell Israel 50 F4 Phan-
tom Jets and spare parts. The .
3; of the Phantoms were de-
livered last September. Later
that month, Moscow rejected
outright an American proposal
for a genera] Middle East arms
embargo.
Israel’s air attacks on her
, Arab neighbors intensified. By
last October, U.S.-Soviet quar-
relling reached its worst point
since the 198? war, with each
questioning the other’s good
faith. Today the Russians sound
angrier than ever in the light of
recent Israeli air action against
Egypt. If anything happened be-
hind the scenes at Gtessboro, it
cspld now be, from Moscow’s
viewpoint, that all bets are off.
