Ollie Mae
'Polly* Gunlock
Ollie Mae Gunlock, 93, of
Baytowp, TX, passed away
on February 2, 2013. She was
born December 15, 1919 in
Seadrift, TX to James Wilson
Gurley and Sudie Jane Sellers.
In 1969, Polly then relocated
to Baytown, TX with her
husband of 67 years, L.G.
Gunlock. She worked at the

property. “We know this is his
mother’s address and this is
supposed to be where he is
staying.”
The 21-year-old man owes
SI ,1.99.50 in fines and has failed
to pay them or show up at the
City of Baytown’s Municipal
Court to take care of the matter.
His fines and subsequent
warrants arc related to a
citation for no automobile insurance,
failure to properly display a
motor vehicle inspection sticker
and failure to appear in court.
A majority of warrants are for
people in the 17-to-25-years-old
age group and warrants that
come out of the Baytown City
Marshal’s Office are typically
Class C criminal misdemeanor
cases, as opposed to being civil
eases.
those warrants range from
traffic and non-traffic violations
to citations for violations of city
ordinances. Other violations in
connection with animal control
and building permits are among
them.
The local marshals’Office was
opened March 15,2(X)4. and the
three marshals employed there
perform the law enforcement
duties of the city’s municipal
court. Municipal Court Judge
Julie K. Escalante supervises,

defendants in warrant status,
transporting prisoners being held
on Baytown Class C warrants,
and serving Summons and
subpoenas issued by the municipal
court. '
While Sutterley and Deputy
Marshal Joe LaRive arc responsible
Armory in San Antonio during
World War II and also worked
at the Baytown Sun for about
15 years. Polly loved to
volunteer at her church Cedar
Bayou Grace United Methodist
Church. She was an active
mother and grandmother and
enjoyed spending time with
her grandchildren and great
grandchildren. Polly’s favorite
hobbies were traveling,
gardening and painting. •
She is preceded in death by
her husband of 67 years, L.G.
Gunlock.
She is survived by her
daughters, Dorothy June
Severson and husband John,
and Mary Sue Donoho; sons,
Larry Gene Gunlock and
Stephen Dale Gunlock; eight
grandchildren; ten great-
grandchildren; brother, Melvin
Vincent Gurley; and sister-
in-law, Ruth M. Gurley.
The family will receive
friends on Wednesday, Febmary •
for the day-to-day delivery of
warrants, a third deputy marshal.
Mark Gexler, acts as the court
bailiff. All are certified police
officers and can act accordingly.
“If I"m knocking on the door, -
it’s not a good thing.” Sutterley
said.
Arid there is a lot of knocking
going on.
Sutterley and LaRive often
find themselves plenty busy
because anyone who doesn't pay
fines is keeping the city from
collecting what is owed. That
can be an incredible amount of
money.
For example, from January
2007 to present, there are 12,705
outstanding (open) warrants with
a fine value of more than $5
million, LaRive said.
“We live in a society of rules
and consequences, and, as children,
our parents set rules. If we
violate them, there are
consequences," said LaRive, who
started in the marshals’ office in
September 2012, but has more
than 26 years in the criminal
justice field,
“The Baytown Police
Department issues tickets to
make our roadways safer, and if
people don’t take care of those
tickets, we arrest them," LaRive
added. “There is $5 million that
is outstanding and that’s $5
million of lost revenue that could
take the burden off of the law-
abiding, taxpaying citizens of
Baytown."
Fines collected through the
municipal court arc given to the
city for operations of the City of
Baytown, LaRive said.
That’s why it’s imperative to
collect them, but even that can
prove tricky. One of the biggest
challenges of the job is locating

LaRive and Sutterley said,
Many residents are transient
and move often, making it tough
to get a current address or place
of employment. Adding to the
difficulty is the fact that Texas
driver’s licenses are good for six
years, so information listed on a
license is not necessarily current.
“It’s tough because lots of
people move from place to place
or job to job." Gexler said
The good news is that warrants
out of the marshals’ office is
good anywhere in Texas. That
means that if someone is pulled
over by law enforcement officers
in Texas, they can arrest the
person on a warrant out of
Baytown.
Also, the marshals' office just
last week begun implementing a
“Most Wanted” list for those
who have skirted capture. The
program offers $100 for tips
leading to the arrest of someone
who is wanted on a municipal
court warrant.

When Baytown people are
home, marshals will knock on
the door, serve the warrant and
give the person an option: pay
the fines or go to jail
Up to' this point, violators
have had ample opportunity to
take care of the situation and
have been warned through mailed
notices that they’ve missed a
court date or that a warrant will
be issued on their ease.
“By the time it comes to us,
they've had all of the opportunities
possible to take care of it,”
Sutterley said. “At this point,
they are making us take care of
their business."
The marshals' office has seen
some success. From October
2010 through Dec. 31. 2012,
nearly 6,000 warrants have been
cleared arid 825 people jailed.
During that same time, the office
has fielded more than 7,500
phone calls regarding warrants.
It is a job that many aren’t
aware of but does perse some
risk. Anytime a marshal approaches
a home in order to serve a
warrant, the situation can get
dangerous.
If people take off running,
LaRive and Sutterley can chase
them down. All of the marshals
also wear bolstered guns.
“I feel it’s a dangerous job,”
Sutterley said. “But that being
said. I’ve been doing this long
enough that when I knock on
door and 1 feel the situation is
unsafe, I go back to my car
and call for backup."
