FCBU turns
focus to bayou
dredging

Members at a Friends of
Cedar Bayou United meet-
ing Tuesday returned to a
topic that has been on their
back burner for a while
as they looked at how
the group will respond
to efforts to dredge and
straighten Cedar Bayou.
In recent months, FCBU
has devoted much of its ef-
fort to issues of noise from
industrial facilities near
the bayou and its efforts to
help in developing a Cedar
Bayou Watershed Protec-
tion Plan.
Group member Chris
Buckner made a report to
the group updating efforts
by the Cedar Bayou Nav-
igation District to obtain
federal funds to dredge
the bayou and, in places,
straighten it.
The most dramatic pro-
posed straightening would
include cutting a channel
across a peninsula known
as Devil’s Elbow to elim-
inate a narrow bend barges
must now navigate to trav-
el up the bayou.
Bupkner said plans for
the peninsula include us-
ing it as a dredging spoils
area.
“All it’s going to do is
facilitate a storm surge to
come up farther, faster and
deeper on Cedar Bayou,”
he said.
He shared informa-
tion with the group about
claims by some experts
that similar channelization
of the Mississippi River
was a major contributor to
the damage New Orleans
suffered in Hurricane Ka-
trina.
Those claims are dis-
puted by other experts,
including the U.S. Army
Corps of Engineers.
Buckner also said that
increased water flow from
dredging and straighten-
ing could be expected to
lead to greater erosion and
damage to bulkheads.
Buckner suggested that
the group lobby against the
dredging effort, and also
consider trying to get the
legislature to change the
structure of the Cedar Bay-
ou Navigation District.
The district currently has
five members appointed by
Chambers County com-
missioners and two mem-
bers appointed by the city
of Baytown. He said he
would like to see represen-
tation from Harris County
and the Port of Houston as
well as Chambers County
and Baytown on the board.
FCBU also; discussed
ways to monitor compli-
ance with and enforcement
of the city’s new noise or-
dinance, and heard a report
on the recent public meet-
ing about the San Jacinto
Waste Pits Superfund site.
Commissioners approve bus shelters

As expected, Harris
County commissioners
approved an agreement on
Jan. 29 to provide 15 ad-
ditional bus stop shelters
for Harris County Transit
routes in Baytown.
Under the agreement,
the county will provide the
city with materials to build
the shelters, and city crews
will build them.
Three shelters will be
built at 2005 W. Texas
Ave. near Highway 146, at
2700 Rollingbrook Drive
near the Wyndham Park
Apartments and at 1300
S. Highway 146 near the
Department of Human
Services office. The rest of
the shelters will be at other
locations to be determined.

The Youth Art Competi-
tion 2013 encourages stu-
dents in grades kindergar-
ten through 12 to submit
original artwork showing
how you keep Baytown
Beautiful.
Keep Baytown Beau-
tiful and the City of
Baytown Health De-
partment are sponsoring
the competition for the
“Don’t Mess with Texas
Trash-Off.”
Art is due by 4 p.m.
Monday.
Entries are submitted
into categories based on
grade level.
There is a first, second
and third place awarded in
each category.
Of the winning entries,
an overall winner will be
selected and printed on
the official 2013 Trash-
Offshirt.
All art must be origi-
nal, hand-drawn on plain
white 8 Vi by 11 - inch pa-
per. Accepted media is
crayon, pen, pencil, mark-
ers and paint. No digital,
chalk, charcoal or pho-
tography artwork will be
accepted.
Because the artwork
will be put on a T-shirt,
your art must be limited
to only these five colors:
black, red, blue, yellow
and green.
Winning drawings will
be featured on BTV-C’han-
nel 16, at City Hall, on the
city’s webpage and Keep
Baytown Beautiful web-
page and may be in future
publications.
Make sure your name,

Senate District
6 runoff election
set for March 2
Governor Rick Perry an-
nounced Friday that he has
ordered the runoff election
for Senate District 6 to be '
March 2, with early voting
Feb. 20-26.
The runoff, which pits
veteran Democratic politi-
cians Carol Alvarado and
Sylvia Garcia against each J.
other, will fill the seat va-
cated by the death of Mario
Gallegos Jr. in October.
Gallegos died before the
general election but after j
the deadline to get a re-
placement on the ballot.
Voters in the Democrat-
ic-leaning precinct elected

forcing a runoff instead of
allowing his Republican
opponent to win.
