The extreme cold weather inter-
fered materially with traffic yester-
day and today. The streets are froz-
en hard and rovered with ice. mak-
ing it extremely difficult for teams
that had not been shod properly to
make their way. A number of in-
stances have been reported of ani-
mals falling on account of the glassy
surface of the streets.

The good roads special train now
touring the state over the Katy sys-
tem was in Sherman yesterday and
will be in Waxaharhie next Tuesday.
The train has been in Texas since
Sunday and conventions have been
held at Gainesville Denison and Sher
man At each town visited the road
experts have received almost an ova-
tion. The people everywhere are
manifesting considerable interest in
the question f>t good roads
The committees that have in
I'harge the convention for this city
report satisfactory progress and as-
surances have been received that the
attendance will be large The farm-
>■·■.· and road overseers are taking
great Interest In the matter and if
'he weather is favorable they will be
here in large numbers.

ary. prepared by District Observer

Weather conditions. — In some
•ounties in the eastern portions of
he state the precipitation for Janu-
irj· was in excess of the normal but
jenerally there was a deficiency over
he stat? while in some counties the
rainfall was very light and much
more is needed for végétation. Sév-
irai cold waves occurred during the
month some of which were of unusu-
al severity and caused freezing tem-
peratures to the coast and below zero
f
temperatures in the Panhandle. Con-
siderable damage to growing crops
resulted from the severe cold though
snow in the north afforded Sbme pro-
tection during the most severe weath-
er. In some counties fanning opera-
tions are well advanced and In others
they are behind. On the vihole. how-
ever. reasonable good progress has*
been made along this line and prepar-
ations for putting in new crops are
In a satisfactory condition of ad-
vancement
\\ neat oats. Hyp There wa^
some damage to thp«c crop» by the
severe cold especiailj in uorthern
counties. Late sown grain suffered
more than early sown and the dam-
age to oat» was more severe than
to other grains. Snow on the ground
In the extreme north during the se-
verest cold afforded some protection
and prevented so Herlons damage as
would otherwise have resulted If
favorable weather conditions follow
It is believed that the damage by the
freezing will be repaired to κ large
extent. Some improvement· are al-
ready apparent in them· sections
where there Is sufficient moisture.
In the southern part of the state the
damage by freezing was light but
In many northern counties oats ere
suffering for rain.
Sugar Cane.— Progress was made
in manufacturing sugar and syrup
from the large crop of cane. The
cane appears 10 have been well pro-
tected so that little damage resulted
from freezing.
Gardens — Gardens made fairlj
satisfactory progress during the
month In the coast districts There
was some damage by freezing
though the damage is not believed
to be serious. Some garden truck]
was placed ou the market.
