WASHINGTON, Dec. 31.—Culmi-
nating a year marked by the tri-
umph of law enforcement over dis-
order. crime was vanquished not
only upon its own bloody field of
battle but in the council halls of de-
liberation.
Standing ai a monument to the

of apprehending Thomas' H. Robin-
son, Jr., the kidnaper of Mrs. Alice
Speed Stoll, and Alvin Karpis who

During the year the Depart-!
ment of Justice has equipped its i
agents with machine guns capable j
of shooting three miles and power-J
ful enough to penetrate the motor
of an automobile. They have been
trained by the Marine Corps in
markmanship and are ready to be-
gin the new year with the policy j
of taking no chances with the “mad
dogs of the underworld” and show-
ing no quarter to the gangster who
dares to “shoot it out.”
Equipped with new and fast au-
tomobiles, trained to the finest
point these agents are ready to
carry the fight to the criminal.
Barly in the year the Department
of Justice will act on the estab-
lishment in Washington of the Na-
tional Institute of Criminology,
which in the training of the police
of the nation will be a virtual “West
Point” of police. .
