vided further, that the provisions of
this section shall not be construed so
as to prevent the grant of aid in cases
of public calamity.”
Sec. 2. The foregoing constitution-
al amendment shall be submitted to
a vote of the qualified electors of the
State at an election to be held on the
first Tuesday after the first Monday*
in November, A. D. 1928, at which
all ballots shall have printed thereon

HOUSE JOINT RESOLUTION.
Proposing an amendment to Section
51, Article 3, of the Constitution
of the State of Texas, authorizing
a tax levy for Confederate soldiers
and sailors and their widows, and
providing for submission of same
to the qualified electors of this
State at any election to be held on
the first Tuesday after the first
Monday in November, A. D. 1928,
and providing the necessary proc-
lamation and appropriation to de-
fray expenses of proclamation, pub-
lication and election.
Be it resolved by the Legislature of J
the State of Texas:
Section 1. That Section 51, of Ar-
ticle 3, of the Constitution of the State
of Texas be amended so as to read
as follows:
“The Legislature shall have no
power to make any grant or authorize
the making of any grant of public
moneys to any individual, association
of individuals, municipal or other cor- j
porations whatsoever; provided, how-1
ever, the Legislature may grant aid
to indigents- and disabled Confeder-
ate soldiers and sailors under such I
regulations and limitations as may I
be deemed by the Legislature as ex- j
pedient, and to their widows in in-1
digent. circumstances under such re-1
gulations and limitations as may be
deemed by the Legislature as exped-1
ient; to indigent and disable soldiers, I
who, under special laws of the State I
of Texas, during the war between I
the States, served in organizations for I
the protection of the frontier against I
