Chief Ji
Greenhill After the
reading of the orders
that day, Greenhill
will permanently
step down from the
bench after 25 years
on the Texas
Supreme Court.
“I think after 25
years, it’s enough,”
he told reporters at a
news conference
Monday. “1 would
prefer to leave when
I’m doing a fairly
good job, assuming I
am, rather than for
people to say they
. wish the old fella
would get off.”
Greenhill, 68, who
served as chief
justice for 10 years,
was not up for re-
election until 1984.
Gov. Bill Clements
Jwill appoint an in-
terim successor.
Money was his
• main reason for leav-
ing, said Greenhill.
He said he will join
the Houston firm of
Baker & Botts, which
is opening, a new
Austin office.
‘‘The renumeration
will be substantially
higher than the state
salary,” Greenhill
said.
"I’m not resigning
for political pur-
poses,” he told
reporters. “I’m doing
what I think is best
for myself and my
family I think I’ve
paid my dues."
Greenhill, 68, said
he would "continue
my interest in the
judiciary.”
He backs non-
partisan election of
judges and ad-
ministrative
streamlining of the
court system, so
there will be “less
play in the joints," he
said.
He also favors giv-
ing courts of appeal
criminal jurisdiction.
Under the current
system, all criminal
cases that are ap-
pealed go directly to
the Court of Criminal
Appeals here,
v Greenhill, a
Democrat, said the
timing of his resigna-
tion was “not all of
my choosing.” By
resigning before
January, he gives
Republican Clements
another appointment
to the state’s high
court, instead of
waiting to see if
Clements wins
another term or loses
to his Democratic op-
ponent, Attorney
General Mark White.
Any Clements ap-
pointee to the court
would have to run for
election in 1984. *
“(Greenhill’s) con-
tributions have been
tremendous, • and I
regret his leaving the
court,’’ said a state-
ment issued by
Clements’ office.
‘‘However, I am
pleased that a pro-
mising opportunity
awaits him in private
law practice, and I
wish him well.”
Greenhill said
former Attorney
General John Hill
had expressed in-
terest in running for
chief justice If
Greenhill did not seek
re-election.
, He called Hill ‘‘a
very able person and
a g o o d a d-
ministrator.” * •*’
Hill is an unlikely
interim appointee,
though, since it was
Hill whom Clements
defeated for . the
governorship in 1978.
Clements has ap-
pointed two state
Supreme Court
justices. He ap-
pointed Will Garwood
to the court to fill the
vacancy created
when Sam D.
Johnson was named
to the 5th U.S. Circuit
Court of Appeals in
1979. Garwood failed
to win election to the
court, though.
This year,
Clements appointed
the first woman to the
state Supreme Court.
Ruby Klass Sondock,
a Democrat, filled
the vacancy created
when James G. Den-
ton died suddenly of a
heart attack.
Mrs. Sondock was
appointed ^ftet the
filing deadline for
this year’s election,
so she will only serve
on the court until
January. Judge Bill
Kilgarlin of Houston
will take her place.
He is a Democrat;
running without
Republican opposi-.
tion.
