When cars stolen in the U S. turn up ui Mexico,- the in
ternational border adds a complication to the task of
getting them back to their rightful owners.
It is discouraging to learn that perhaps hundreds of
these vehicles wind up in the hands of Mexican law
enforcement officials who make no effort to report their
recover)' — or even keep them, sell them or give them to
their friends
This long-standing problem has been swept tinder the
rug because inakeing an issue of it would jeopardize the
cooperation of U S. and Mexican police on more impor *
tant criminal matters
But an atmosphere pf trust is perhaps the, most impor-
tant factor if there is going 'to be a fruitful level of
cooperation across the border whether the subject is
police wuik oi the ifaf-tu-dav coiiiioeice tieuveen nui two
■ ’ countries. It does not inspire much trust when employees
of the federal Judicial Police in Mexican border states
are observed, as* they have been, driving stolen cars
There is nothing in Mexican law that makes the status
of a stolen motor vehicle any different from what it would
be in the U S. It is obvious that Mexico has a law-enforce-
ment problem- - within its own law-enforcement agen-

Gov Roberto de la Madrid of Baja, Calif, has arranged
a meeting in June between officials of his state judicial
police and representatives of U S. law-enfdrcementlgen
cies to discuss the recovery of stolen cars ' <■ •« *
A more sincerej$illingness to cooperate in that area
could' lead to more cooperatidfi all around in handling
' problems along the border
