a country who have slipped
across a southern border or
have been smuggled in aboard
ships of a hundred nations.
They include Chileans, Argen-
tines, Bolivians, Uruguaians,
Chinese and Algerians, most of
them now trying to get their
Brazilian documents or to find
work on a ship which will hire

persons, lies on the Atlantic
coast in the southern Brazilian

clubs attest to the multinational
character of the port.

legal aliens can be found each

federal immigration law passed
Oct. 13, 1969, which regulates

permanent basis, these men
must get documents, and a ma-
jor complaint is that they must
pay U.S. $500 or more to get
their papers through despa-
chantes — lawyer-like persons
who are employed because they
know the ins and outs of Bra-
zil's massive and forbidding bu-
reaucracy.

(1368-1644) dynasties, and were
selected from the National Pal-f
ace Museum.

Chinese people to be the "three
friends of winter” because they
survive severe cold yet are lof-
ty and noble. The subjects of
the new stamps are also sym-
bols of traditional Chinese art|
and culture.
