Washington April 21.—Adminis-
tration officials announced today
that tliey were planning to seize
several million rounds of ammunition
consigned to General Huerta now on
the (Jernian steamer Ypiranga. due
to arrive .it Vera Cruz today. This
is one of the reasons for urging con-
gress to hurry in endorsing the presi-
dent's plan so as to seize this ship-
ment in the Vera Cruz custom house.
It includes machine guns ten thou-
san rdifles and fifteen million rounds
of ammunition. President Wilson
says he may seize this without wait-
ing for action by congress.
The navy departent officials de-
clared their belief that Huerta had
quibbled about the salute merely to
gain time to get this shipment of
arms on the Ypiranga. Instructions
were sent Admiral Fletcher without
waiting for the senate to approve the
joint. resolution.
Foreigners Advised to I^ave.

bor at Vera Cruz. To prevent these1
supplies from being landed Vera
Cruz must be seized at once.
It is practically certain that this
will be ordered by Secretary Dan-
iels who was asked ii such an order;
had been issued.
"Don't ask me that question
now" he replied "t may tell you:
something after the cabinet ad-
journs."
