question of the saloon and the dog-
geries. He would have you belfVve
that with saloons there are no blind
figets anil that the saloon is the so
lution of t.hc whole question of
blind timers. Is this true or not true ’
We assert that tin* saloon does not
deVoase blind fr:* but on the
other hand that il creates tln*m not
only in dry terrltor;* hut in the u*iy
counties in which saloons exist In |
the city of Dallas today there are
more blind tigers in operation t!•■
licensed saloons and to prove this
assertion we point to the fait that
t bore are more than twin as many
federal licenses issued for the city
of Dallas than statp licenses for the
open saloon. The same is practically
true of every large city in Texas to-
day with the open saloon and the
lesult of a saloon plainly indicates
that it not only exists with ail of its
evil but that il Is the very mother of
blind tigers and propogat.es them
everywhere even in wet territory j

of this amendment will mean a loss !
to counties already dry. He knows I
this is false if he knows anything at j
ail. for any well informed man
knows that the adoption of state
wide prohibition does not change
the condition of counties already
dry so far as law and order is con-
cerned. but it does on the other
hand stop the saloons in other cities
in Texas from trespassing on the
will of the peoplethese dry coun
ties
We assert that the saloons do not
mitigate the evils of the liquor traf-
fic for in 1902 Ellis county adopted
prohibition and about sixty saloons
and beer joints went out: our grand
jury serving for 1902-03 covering
that period just at the close of the
saloon rule in Ellis county return-
ed 20 2 true bills; for the corres-
ponding period in 1910 our grand
Jury returned only 07. which means
a saving of 66 2-3 per cent in crimes
in Ellis county. In the year 1 902 o!
saloons in Waxahachie just before
the coining of prohibition the rec-
ords of the city of Waxahachie show
1X6 cases of drunkenness^nd 27 for
vagrancy: now under prohibition
these same records show 56 cases f )r
drunkenness and 4 for vagrancy In
