Unquestionably the spread of the
free public library over the 1'nited
States has been greatly accelerated
by the munificence oi Mr. Andrew'
Carnegie in his gifts to libraries
Mr. Carnegie provides money for
the erection of buildings only and
gives nothing whatever for mainten-
ance. That is required of the locali-
ty. The usual condition of a dona-!
tio is that the community will there- j
after appropriate annually not less
than 10 per cent of the total cost
of the building for the maintenance
of the library work. It has been
the experience of most progressive
public libraries that this 10 perj
cent minimum is far too low. and (
that from 15 to 30 per cent of the
cost of a building is required an-
nually to maintain % library at a1
high standard of efficient service to
the people of the community.
Mr. Carnegie thus far has given
money to build 2570 library build-
