Dear enator Phillips:
I seem to have fallen in the habit of writing u when un-
doubtedly your mail is heavy and suggestions tendered you are quite
varied in their cause and quite doubtful in their effect. however,
here goes again. .6
The enclosed clipping from the Galveston News of yesterday
refers to an appropriation of $3,50O,OOO.00 for a complete new unit
at East rison xara. senator, would it not be possible for the
legislature to effect a much more comprehensive job by selling the
Central Prison arm west of sugar Lang:- and use proceeds to construct
a more complete and more economically operated unit at Eastham? Y
It is true that this farm has some excellent dormitories
and one or two industrial buildings which are not profitably operated,
but the advance in the value of the land itself would furnih the
funds, with a profit to the state, sufficiently large to more than
pay for the theoretical loss that would result from such a sale.
The ztate Prison byatem--owning ample acreage at Eaathm 1Aarm-could
have a modern, comprehensive and consolidated unit there. In turn \
the State of Texas and a couple of independent school districts would St
collect in ad valorem taxes alone more each year than any normal
profit that Central Farm can annually show. Even with convict labor
and no taxes the 8tate cannot realize compensating results on farming
such high priced land.
I am not writing this as a prospective buyer for the land.
Ia satisfied that you will find eager buyers for all or certain Klop
subdivisions of it that may be offered at a much higher price than
I or those connected with me would be willing to pay.
