Newcomer Jack Fields stunned the Texas political
community Tuesday by wrenching the U.S. Eighth
Congressional District seat out of Bob Eckhardt’s 14-
year grasp in a race where the outcome was uncertain
until the early hours of Wednesday.
A more than 2 to 1 vote in Baytown —10,594 for Fields
and 4,959 for Eckhardt - and Gov. Ronald Reagan’s
sweeping victory over President Jimmy Carter com-
bined to pave the way forFields’ upset.
But Fields said his victory came not because of
Reagan, butin addition to that of Reagan. ■.k*
“It was my understanding that we had to run ahead
of Reagan through the congressional district,” Fields
said. “We had to identify the vote and get it to the
polls.”
That they did in droves.

Unofficial totals indicate that Fields took 68,653 votes
while Eckhardt garnered 65,736 of the final tally.
Baytown hAs traditionally been a thorn in Eckhardt’s
political side, since he has had difficulty in carrying the
city since he won election in 1966.

If Baytown voters were
going to make it hard for
Harris County District At-
torney John Holmes to hold
on to his appointed job, they
certainly succeeded in
making a DA’s race an in-
teresting one, giving the
career prosecutor a win
margin of only 143. votes
Tuesday.
In East Harris County,
Holmes gathered 10,730
votes to challenger Fred
Dailey’s respectable 10,086
showing.
And the votes cast in
Baytown’s 14 boxes was
even more interesting, as
Holmes received 7,135 votes
to Dailey’s 6,092.
Holmes carried nine of
the 14 Baytown boxes, but
in one — Box 12 at Alamo

Eckhardt could not be reached for comment either
Tuesday night or Wednesday morning. However, he
had planned an 11 a.m. Wednesday press conference.
A reported computer foul-up apparently kept the
returns of four boxes — out of the li9 precinets which
comprise the district — from being made public until
about 8:30 a.m. Wednesday.
This purported delay, plus an alleged problem in
tabulating absentee ballots, prevented either candidate
from claiming victory until the early hours of Wednes-

after the polls closed, Eckhardt went home for the
night without conceding to Fields.
In Baytown, Fields accumulated most of his votes in
Boxes 12,13,28,96,99,100, and 149.
Also, 165,249, $86,414 and 456.
