workers believe about 75 fam-
ilies live on the road, some
whose chief connections with

The shut-ins are the most
deprived, naturally, but
observers say most of the peo-
ple in Pumpkin Valley are in
some kind of need. Half of
them may. be unemployed,
and at least as many are oa-

that includes U.S. aid.
Even those who are work-
ing have difficulties. Bill and
Faye. Lindsay are illustra-
tions. He works in construc-
tion, but not every day. She ;

in attendance. He adds that
with all of the programs then,
and the expenditures, Pump-
kin Valley is as down and des-
titute as ever.
This view is open to chal-
lenge, however. The United
States government, for one,
thinks the war on poverty was

ress. The best evidence may
