WASHINGTON, March 10. —
Women as well as men may be
liable lor service in the next war,
not only In France, but in the
U. S.
The general staff of the War
Department is now making a care-
ful study of the ways In which
women can be used in time of war.
When this study Is completed,
it is possible the U. S. will follow
the example of France iu pass-
ing laws making women over 21
liable to conscription.
The U. S. may go still farther.
If it listens to the American Le-
gion, and make it legal (luring
time of war to mobilize all nat-
ural and national resources,

Miss Anna Phipps, placed by
the War Department in charge of
relations with women's organiza-
tions, made the preliminary study
of women's work in time of war.
Ehe says lOO.UOU women took ac-
tive part in the World War. They
were at the frout with tho AEF,
as physicians, canteen workers,
ambulance drivers and telephone
operators. Discussing recent dts-
patchea from France, Miss Phipps
said:
‘‘It would seem France has es-
tablished the principle of equal re-
sponsibility and privilege for men
and women in defending their
country. In the U. the general
'staff Is now making a study. Leg-
islation will not even be intro-
duced until the general staff and
the Secretary of War are satisfied
with the plan."

The plan contemplates registra-
tion of all women over 21 iu time
of war, with a questionaire to be
answered. This will include
among other things information as
to whut type of work the woman
has done in the past, what she
would bo best fitted to do and
what her preferences would be.
It might be that she WOU d be
t home keeping woman with sev-
eral small children, ohriously ex-
empting her from all duty.
If she had some spare time, on
the other hand, the directing heads
might decide they could best use
her in a certain Ked Cross station
rolling bandages.
" V« nat we want to avoid in the
event of another war," says Miss
Phipps, "is couiuslon and wasted
efforts of millions of women who
want to do something, but don't
know what to do, or how they
can be of set wee."
Give Military Hank.
A Very definite part of the plan
which the War Department is
studying, is to give women mlli-
tai> rank, when they are definite-
ly workiug under military orders
and doing wartime duty. A
woman doctor at the frout would
bo recogulzeu with the rank of
lieutenant, captain or major, or
whatever sho would be entitled
to if she were a man.

talions of death," and such, are
not contemplated.

.Samuel Insull, Chicago millionaire,
may have many years of freedom
before he Is jailed for contempt
of the IT. S. Senate—If ever.
It has been three years since
Harry F. Sinclair, millionaire oil
magnate, defied a 1'. S. Senate
committee and he Is Just being
^brought to trial in the District of
Columbia. Sinclair's delay of trial
was occasioned thru his ability to
hire lawyers to seek and obtain
delays. Insull, surrounded by
lawyers during his three appear-
ances before the Reed campaign
investigating committee. Is expect-
ed to continue his contest.
Insull expected to face a pre-
liminary contempt contest this
summer but the Senate filibuster
gave him a nine months’ stay of
action. The Reed committee re-
ported his defiant attitude to the
Senate five days before adjourn-
ment and it was expected that a
'ormal resolution would follow the
ext day requesting that the Sen-
ate certify him to the U. S. Dis-
rict Attorney at Washington for
.ontempt, but the filibuster pre-
ented Senator Reed from pre-
entlng his resolution.
Insull had refused to tell the
mmittee to whom he gave ad-
ltionnl contributions of $40,000.
*e said his conscience would not
ermlt disclosure of the names.
