amount which the tiro department have
exceeded their budget on the pay roll

that the budget was made for a volun

change to a paid department that ele-
ment of tho departments expuiso hits

servo by referring to tho budgot report
that while they have exceeded tholr
budget on the pay roll they have coun-
teracted the samo by running umltr
their budget allowance fiv mliU
laneons expense and now that the
department Is a p lid h > stem thero Is no
longer an ootnslon to use the appro-
priations made for lire department

The police department comes within
10 of lis limit which tonslileilng the
unusual number of vugs which have
been Incarcerated 111 the city prison
during tho past seven mouths thereby
making the rood bills excessive Is a
very creditable showing In connection
with this department It Is but Just nnd
eiiultabl that tho Item of street work
performed by the Lily prisoners should
have due connldiratlon Were the city

this way they woutl find their monthly

Dr Bnldwln of this city delivered a
graceful and appropriate address to tho

of Dr Baldwins remarks the president
Dr L S Downs delivered his annual
address He had hoped to see ery
eclectic in the state present and he
wanted to see this meeting the best
ever held Ho thought cloctlcs should
bo broad and liberal enough to etiuode
the line that confine the different
sihools of medicine
He advocated the establishment In
tho eclectic school of a ladles relief
corps because there Is olwajs Improve-
ment where the hand ot woman Is
shown particular in u cause for hu
manity
While he deprecated the custom of
many electlcs to advertise he felt
that If a man thought he could benefit
his business In that manner ns long
os he did nothing to detract from tho
dignity of eclecticism he had K perfect
rlglit toido so
lie wanted a law vnacted by the next

Further on the report says lt Is In
oldence and uncontradicted that no
vtoKnce or destruction of property by
strlhcrs or ympathl rs took njaco at
Pullman and that until July i no ex-
traordinary protection was had from
the police or military against arcn an
anticipated disorder Xt was not until
July 4 that the services ef the mlllary
was oalled for sven H Chloi Itself
Ant lhe commission omits to mention
the extraordinary protection of the HI
cuards of the Pullman company who
were In service before the end of June
1 ntio the danser of anticipated dls

notorious were they that It s a dls
grace to the methods of tho enquiry if
all nere not
Later the report sajs there Is no
evidence before the commission that
the officers of the nallnujy union at
any time participated In Or advised
inUmdatlon violence or destruction of
property
The evidence before the commission
not only Included testimony ua to spe-
cific speeches In which the vicepresi
dent of the union amid crossly violent
and oftenshe language recommended
the uso of coupling pUis as a method
of argument but the vicepresident
himself stated to > our commission that
the language which he usod on those
pacific occasions he had also used at
hundreds of other placus Is It possi-
ble that > our commission does not re-
gard the recommendation to hit a man
with a coupling pin as the advising of
Intimidation or violence The errors
of fact In the report range all the na
from the Inaccuiate quotation of com-
paratively trUlal figures to false gen
eralizations as lo the whole essence of
the trouble There are many minor
ponts li > our report in which criti-
cism and correction would bo easy
as the remarkable economlo calculation
by which the commission adjusts the
loss Incurred during hard times be-
tween employes anl employers as in
the casual estimate of 850 000 and over
railroad employes In the United States
who might belong to one organization
and in other passages
It would be equaiy as easy to pil-
lory the cheap levity with which the
commission treats the educational In-
stitutions nnd the aesthetic and sani-
tary features of Pullman But these
things errors of taste and fallacies In
thwiry will be apparent enough to the
general readers The curious uccldent
that the misstatement of the reoort
are all on the same side all tending
to throw discredit upon the corpora-
tions and to Increase bitterness of
labor against capital Is a theory
which defars no Inferences One con-
clusion only may be drawn which Is
that no matter on which Bde errors
are the mere existence of such errors
suffices to make the report entirety
worthless and discreditable as a public
document discreditable alike to the
commissioners themselves and to the
country
