Since my recent communication lo
congreaa calling attention to our
financial condition and auggeatlng leg-
islation which I deemed easentlal to
our national welfare and credit the
anxiety and apprehension then exlat

Aa a precaution therefore against
tho failure of timely legislative aid
through congressional action cautloua
preparation have been pending to
employ to the best possible advantage

tive authority a may without ad-
ditional legislation bo exercised for tho
purpose of reinforcing and maintaining
In our treasury an adequate and safe
cold reserve
In tho Judgment of those especially
charged with this reaponalblllty tho

legislative situation la so unpromising
with the omission thus far on the part
of the congress to benetlclally enlarge
the power of the secretary ot the
