system in St. Louis.
Washington Jewish sources
are seething with indignation
over an official affront to A-
merican Jewry on the part of
the Police Department of St.
Louis, Mo. With the approval
and cooperation of the Federal
Bureau of Investigation, the old
St. Louis rogues’ g: llery has
been replaced by a highly-ef-
ficient modem IBM key punch
card system. Under this system
a perforation is made on line 2
cf the card if the arrested per-
son happens to be Jewish; how-
ever, a “White American” has
his card punched on line 5 of
the same column

Americans of the Jewish faith
are thus listed separately from
other Americans by the record
section of the St. Louis Police
Department, A spokesman for
the FBI described St. Louis’
new system as the “most pro-
gressive” in the country. Law
enforcement officials have pre-
dicted that the St. Louis sys-
tem will ultimately be adopted
by police departments on a na-
tional basis.

a note of alarm and resent-
ment. Should the cards fall in
the wrong hands, it would on-
ly be necessary to set the IBM
card selector unit for line 2
of the appropriate category and
the cards cf all Jews would be
instantly available. These cards
bear fingerprints, photos, and
all possible clues to identifica-
tion. They are similar to cards
made up by the Gestapo in
1933
Police officers booking a
criminal would make a con-
scious distinction as to whe-
ther the man was a “White
American” or “Jewish.”
No doubt the St. Louis po-
lice system will give great plea-
sure to Gerald L. K. Smith,
who mak »s his headquarters in
that city, and to Sipith’s Chris-
tian Nationalist Crusade which
only recently held an anti-Se-
mitic convention there.
Credit for the system has
been bestowed upon Lt. An-
drew “Young Andy” Aylward,
presumably a “White Ameri-
can,” of the St. Louis police.
“Young Andy” is the son of
a late assistant police chief and
holds the modest title of “Com-
mander of Bureau of Records.”
A Jew might be a native A-
merican, who served in the
..American. Army. ..and perhaps
won a couple of Purple Hearts,
but .to the St. Louis police he
is still not a “White Ameri-
can " He is “Jewish."

pears on the card under the
heading. “Nationality,” al-
though the “Nationality” in
question is obviously Ameri-
can.
Perhaps the explanation is
that the term “Jewish” is used
for purposes of physical identi-

Until a couple of years ago
FBI “Wanted” posters, adver-
tising rewards for criminals at
large, sometimes added “Jew-
ish” to description. This prac-
tice was discontinued when it
was pointed out that the post-
ers never specified “Catholic”
or “Protestant.” Now, in ap-
propriate cases, Jews are de-
scribed as “Near Bast err.” or
“Levantine” in appearance.
A description sent out by a
sheriff in the South not so long
ago described a fugitive as a
“New York Jewish type.” The
culprit in question turned out
to be neither Jewish nor a New
Yorker. FBI recognition of the
new system which creates an
artificial distinction between
Jews and “white” Americans is
a shocking and d is guesting
matter.
As a matter of fact an FBI
spokesman, noted that the St.
Louis police force was “one of
the most up-and-coming depart
moits in the country” and that
St Louis officers were “high-
type men and it is a pleasure
to do business with them.”
Before national standardiza-
tion of identification cards
takes place, modification is cer-
tainly in order.

SENDS CONDOLENCES
NEW YORK, (JTA)—Funeral
services for Mrs. Henry Mor-
genthau Jr., wife of the gener-
al chairman of the United Jew-
ish Appeal who died last week,
were held here at Temple Em-
anu EL Mrs. Eleanor Roosevelt
delivered the eulogy.
Messages of condolence were
received by Mr. Morgenthau
from President Truman, mem-
bers of the Cabinet and other
high government officials and
prominent figures in the U. S.
Similar messages were sent to
the U. J. A. general chairman

FLUSHING MEADOW, —
(JTA) — Robert Schuman,
French Foreign Minister, this
week indicated to the U. N.
General Assembly that France
was open to a compromise on
the Jerusalem issue. In a state-
ment of policy he devoted a
considerable portion to the Pal-
estine case, M. Schuman said
that the important thing it to
reach an agreement on the pro-
tection of the Holy Places, rath-
er than overemphasize legal ob
staclea. The solution, be said,
should be “acceptable to alL”
The Foreign Minister of the
Netherlands, Dr. D. U. Stikker,
took an almost identical stand.
Dr. Stikker also said his gov-
ernment was concerned with
the safeguarding of Holy Places
and that since this cannot be
left only to the governments
concerned, the Dutch delegation
favors a permanent internation-
al “supervision.” He added: “If
no such agreement would be
reached, internationalization of
Jerusalem and its surroundings
would have to be seriously con-
sidered.”
ULTRA-ORTHODOX JEWISH
SECT IN JERUSALEM ASKS
UN TO INTERNATIONALIZE
JERUSALEM, Sept. 22 (JTA)
—A request that the city of
Jerusalem be internationalized
under the protection of the
United Nations has been for-
warded to the U N. by an ultra
Orthodox Jewisn group in this
city which is opposed to “Zion-
ist political domination of the
Holy Land,” it was revealed
hare today.
The group, Neturei Kartha—
translated as guardians of the
city —in a memorandum to the
U. N., has also demanded that
the members of the sect be
given international passports
and that the U. N. appoint one
or several “responsible persons
among United Nations who will
be entrusted to secure and pro-
tect the rights and interests” of
Orthodox Jews in Jerusalem. It
also asked the conversion of
Jerusalem into a city where
Orthodox Jews “could live free-
ly and independently.”
The memorandum asserts
that the group has been “gen-
erally opposed to the establish-
ment of a Jewish state, espec-
ially under Zionist rule” and
this point of view was expres-
sed to the United Nations Spec-
ial Committee on Palestine,
which in 1947 brought to the
U. N. a recommendation for
the partition of Palestine and
the establishment of an inde-
pendent Jewish state. The doc-
ument, signed by Rabbis Am-
ram Blau and Ahron Katzenel-
enbogen, states that because the
Zionism “of today fully con-
tradicts the divine Torah, our
spiritual leaders in Palestine
and throughout the world have
started to fight Zionist politi-
cal domination of the Holy
Land'” It added that “Zionist
rule of the country” endangers
the Orthodox “since the Zion-
ists are resolved to root out the
religious basis of Judaism and
change its face.”
Meanwhile, a mass meeting
in Jerusalem held yesterday by
the Herat demanded that the
“entire city of David” should
become the capital of Israel.
The speakers, most of whom
were Herat deputies in the
Knesset, called on the people of
Jerusalem to protest to the gov-
ernment which “might yield to
pressure to compromise.” In ’an-
other call to the government,
the meeting told it to “be firm,
do not yield” and not only the
Herat but all the Jews will
support it.
