A few dajs ago Mr J 13 Denlson
commissioner of the Galveston freight
bureau addressed a letter to Mr J
W Allen general freight agent for
the Missouri Kansas and Texas rail-
way of lex as asking him if the Mis-
souri Kansas and Texas and the Gal-
veston Houston and Henderson were
considered one line in the matter of
making rates to and from Galveston
A reply was received In which Mr
Allen eald the lines were so considered
This means that tho rates upon grain
nnd flour between Gaheston and points
on the Missouri Kansas and Texas In
Texas are now 2 1 2 cents per 100
pounds lower than they were before
the entrance of that line into Galves-
ton Under the state railroad commis-
sions tariff the maximum tariff on
grain going ner one line Is 10 cents
per 100 on flour 17 1 2 cents per 10O
pounds on grain going over two lines
It is 17 1 2 cents and on flour 0 cents
Before the Katy entered Gal eston
rthlpmenls between Katy points and
Galveston had to pay the two line rate
viz a maximum on grain of 17 1 2
rentB flour 20 cents Now since the
line is continuous to aIeston tho
rates are In each Instance 2 1 2 cents
lower This does not for the present
affect corn for ths reason that there Is
a special temporary tariff on corn of
15 cents regardless of the number of
lines it comes oer but It Hill be of
Eomo benefit to Galvwton in the mat-
ter of shipping flour to Missouri Kan-
sas and Texas points

Hoadg running Into Chicago from the

long fight with the shipping and com-
mission merchants oer the S2 aw Itch-
ing charge at the Union stock yards
The Alton and Santa Fe cases which
are now In the courts will bo argued
and decisions secured but it is the gen-
eral legal opinion that the courts will
decide these cases as did the Illinois
I tall road and Warehouse Commission
that the 2 switching charge la illegal
nnd extortionate Th commission has
made this ruling against five of the
Western roada tho United States dis-
trict court has ruled similarly against
the Santa Fe and the United fctates
supreme court has decided tha same
way in the Covington stoek jards
case
In deciding this tax Illegal the Il-
linois com miss oners took tho ground
that the railroads had no stock sards
of their own In or near Chicago
whero they could take care ot
stock desiineu tor the Union stock
yards and that the latter were to ail
Intents and purposes the railroads
Chicago termini for stock shipments
Right here the commission left an
opening through which the railroads
Intend to escape the responsibility of
this charge The railroad companies
will build Independent stock ards of

There are degrees and kinds of pov-

opinion among those who compute and
measure poverty and riches by differ-

selves poor because they are less rich
than others again there are compara-

with a competence There Is a kind of
poverty for which no amount of wealth
can compensate namely a poverty of
