Genetics Developments Said Posing Problems

Dr. Amitai Etzioni.'

TTie curly-haired professor troduced to set up a nationa,
of sociology at Columbia
University and director of the
Center for Policy Research is
apprehensive that we may be
preparing to do in genetics
“what we did in fouling up” the
environment.
Medical technology he said,
“has improved to the point that
like a genetic steam engine,
he said in an interview. “In the
beginning of the Industrial
Revolution, . technology
created the ' steam engine
Nobody asked what it meant in
terms of mass production,
industrialization or ur-
banization.
“In genetics, the same is
true. The opening wedges are
here and they are not hypothe-
tical.
In a new book, “Geneticfj
Fix,” Etzioni warns of dangers
inherent in blindly accepting jj
new medical techniques as
they are developed,
“People must inform them-
selves on ways of dealing with
these problems. For example
death today is more than a nat-
ural, sudden event. Because of
two technological develop-
ments, people are making ac-
tive decisions about death,” hell
said.
Machines that keep^he heart
beating and the lungs inhaling
and exhaling after the brain
has ceased to function are the
first development. The need
for kidneys, eyes and other
organs the individual cannot
use any more for transplants is
the second
“The active decision to turn
off the machine- is difficult, to
make, but most people have
yet to come to terms with it,”
Etzioni added. ~
Another development he
cited was amniocentesis
procedure through which
doctors can determine the sex
of a fetus and whether or not it
has several diseases.
: ‘ Before, it was nature’s
decision if a family had a boy
or a girl. This minute, right
now, any pregnant woman
could ’in effect' decide whether
to abort a child if it wasn't the
sex she chose. It is not a
whimsical matter,” he said,
haLwonign
should shop around for doctors
the same as for other things. A
doctor associated with one of
the better medical centers
might, he added, provide
better medical care if a woman
is interested in one of the new
medical procedures.
"Amniocentesis can tell
whether or not a child will be
mongoloid, and that is
a problem for many pregnant
women over 35. Some other
diseases are revealed through
the tests. And we must con
sider that it costs the nation
$1-7 billion a year for
stitutional care of mongoloid
children. But who is going to
make these decisions?”
asked.

Sen. Edward Kennedy, D-

problems. Health care is not
just an area of concern for
doctors.”
Etzioni became interested in
genetics problems five years
ago, when, he says, he and his
wife wanted to add a daughter
to their family of three sons.
He studied the possibilities and
now the Etzionis have four
sons, and are very happy with
each of them.
‘My colleagues say I write lie policy, from the costs
so much because I don’t have
to commute,” the author of six
books added. |He lives near his
office, and ip his free time
plays tennis and chess. Born in

At the Center for Policy Re-
search, Etzioni is “involved in
of hospitals to volunteer crime
patrols to citizen participation
in elections. People won’t
listen to us, but I have learned
to enjoy the process rather
than waiting just for results.”
He is not completely serious
and spent three and a half when he suggests setting up a
credit bank for experts, so that
when the President or a gov-
ernment finally implements
one of the center’s suggestions,
anything in the domain of pub- the experts would get some
sort of recognition too.
“If I could get people’s
names right, I would run for
office,” he added. “Public
policy is often mindless. We
need to get our intellectual
centers and our political
centers together. We need a
