Association Favors
New Statute
The Americad Bar Associa-
tion has urged Congress.to pass
a statute which contains the fol-
lowing provisions:
“No judgment shall be set
aside or reversed, or a new trial
granted, by any court of the
United States in any case, civil
or criminal, on the ground of
misdirection of the jury or the
improper admission or rejec-
tion of eviderice, or for error as
to any matter of pleading or
procedure, unless, in the opinion
of the Court to which applica-
tion is made, after an examina-
tion of the entire cause, it shall
appear that the error com
plained of has injuriously af-
fected the substantial rights of
the parties.”
(Note.—The people of Cali-
forniavoted an amendment to its
Constitution substantially in
hamony with the above at their
last October election, and such
is also the law in the States of
Wisconson, Kansas and New
Jersey and in Ohio and Ken-
tucky with spme modifications.)
