Developer on ‘brink of breaking ground’ on Rayzor Ranch Town Center

Plans for the Rayzor Ranch Town
Center are still underway, albeit behind
the project’s most recent timeline.
RED Development, the company
that’s developing the project, has suc-
cessfully developed Rayzor Ranch Mar-
ketplace, a sister project across the
street that began opening stores in
2010.
The perpetually postponed Town
Center project is on the ‘brink of break-
ing ground,” said Scott Wagner, vice
president of development with RED.
However, that likely won’t happen until
early 2015 and will postpone the sched-
uled summer opening of the Cinemark
Movie Bistro planned to anchor the
mixed-use development.
Currently, developers are working
on construction drawings for infra-
structure, such as roadways and water
lines, for the project south of University
Drive at Interstate 35E. The plans have
not been put out to bid yet, Wagner
said.
“The utilities and the roads will go in
first, and are planned for the full pro-
ject,” he said. “It’s a long process, and we

The city is inviting property owners for
much of central Denton to learn more
about a new designation that could make
parcels in central Denton less expensive to
redevelop.
The city has scheduled public hearings
Thursday evening and Saturday morning
on the designation that would affect prop-
erty owners on about 900 acres bound by
Interstate 35E, Westway Street, North
Carroll Boulevard, Dallas Drive, North
Bell Avenue, East McKinney Street and
South Crawford Street.
The city wants to see some of the his-
toric contamination cleaned up, but with-
out the designation, it’s become a
Catch-22 for property owners and the city,
according to city’s director of environmen-
tal services, Ken Banks.
State environmental laws require his-
toric contamination — perhaps from an
old factory or gas station — to be cleaned
up to drinking water standards, even
