CITY COUNCIL JMIINUTES
Second grade teachers in
participate Reading Academics
The Comanche City Council
met in regular session on
Monday, October 8, 2001 at 7
p.m. at the Comanche
Community Center. Those in
attendance for the meeting
included the following; Brent
Hagood-Mayor, Asa Merrick-
Councilmember, Lanee
W ilker son-Councilmember,
Laurie Works-Councilmember,
Jack Riley-Councibnember, and
David Goodson-Councilmember
with no members being absent,
thereby constituting a quorum of
the Comanche City Council.
City Staff were also present.
Open Meeting: Mayor
Hagood called the meeting to
order. Darwin Dickerson gave
the invocation.
Presentation of Minutes
Pending Approval:
A. Councilmember Goodson
made a motion to accept the
minutes from the meetings of
September 10, 2001, September
12, 2001, and September 26,
2001. Councilmember Works
seconded the motion. All voting
aye, the motion carried.
Department Head Reports:
A. During this fire department
report, the Council authorize Mr.
Burch to contact BFI to come
and haul off material on north
Erwin. All the reports were
accepted as reported.
Public Hearing:
A. There was no Public Hearing
scheduled this evening.
Ordinancskand Resolution:
A. Resolution No. 9-2001-A
resolution that deals with the
notice of intention to issue
certificates of obligation, Series
2001. Councilmember .
Wilkerson made a motion to
adopt Ord. 9-2001 as presented.
Councilmember Works seconded
the motion. All voting aye, the
motion carried.
B. Ordinance No. 13-2001-An
ordinance setting speed limits on
FM 2247 following a study by
the TxDOT, Councilmember
Works made a motion to adopt
ordinance No. 13-2001 as
presented. Councilmember
Goodson seconded the motion...
All voting aye, the motion
carried. •
C. Resolution No. 10-2001-
Nomination of Mr. Gyale
Graham as the City of Comanche
representative to the Comanche
County Appraisal District Board.
Councilmember Goodson made a
motion to adopt resolution No.
10-2001 as presented.
Councilmember Riley seconded
the motion. All voting aye, the
motion carried.
New Business:
A. City Engineer, Billy Jacob’s
recommendation to the
Comanche City Council of a firm
to perform the construction of a
wastewater collection system in
Comanche and council action
following said engineer’s
recommendation. The bid that
was submitted to the City
Engineer came in below his

Thanks to the overwhelming support from

be sent to the New York 911 Relief Fund.

amending the personnel manual
to reflect changes on the business
expense refund claims -
specifically meal expense and
mileage expense.
Councilmember Goodson made a
motion to allow an increase from
$7.00 to $10.00 in meal
allowances and to provide 34.5 0
per mile for travel expense. This
note amends section 12 of the
personnel manual. Asa Merrick
seconded the motion. All voting
aye, the motion carried.
Swearing in of Department
heads for Fiscal Year 2001-
2001:
Ron Moe, Notary Public, had
the various Dept, heads repeat
their oath of office. These City
Staff were: Bill Flannery-City
Secretary/Adm.; Bill Smith-
Police Chief; Marilyn Elrod-Tax
A/C; Kevin Burch-Fire; Darwin
Dickerson-Public Works
Director.
' Old Business:
Council discussion/resolution
to status of alley in block 33 of
original Comanche. Guests
spoke to the City Council
concerning said status of this
alley. City Councilmembers
gave their ideas. Following
council discussion.
Accounts Payable &
Adjournment:
Councilmember Goodson
made a motion to have a survey
performed of the alley and open
said alley after necessary signs
are installed and survey
completed. Councilmember
Merrick seconded the motion.
All voting aye.

Primary School
Second grade teachers
throughout the state participated
this past summer in the Second
Grade Teacher Reading
Academies. In 1999 as a part of
The Texas Reading Initiative,
reading academies were launched
to ensure that the cohort of
children entering kindergarten
that year had teachers who were
knowledgeable about promoting
early reading success. The
reading academies were designed
by The Texas Center for Reading
and language Arts and provided
by The Texas Education Agency.
Kindergarten Teacher Reading
Academies were initiated in 1999
and continued until this past
Summer, 2001. First Grade
Teacher Reading Academies
began in 2000 and will continue
until the summer of 2002. The
Second Grade Teacher Reading
Academies continue this effort,
and are designed to provide
teachers with knowledge and
activities that promote early
reading success. The Second
Grade TRAs use the wealth of
knowledge that has been
gathered from extensive research
in early literacy acquisition to
provide teachers ideas for
incorporating this research into
their instructional practices. The
academies focused on the
prevention of reading difficulties
and were organized around the
following reading topics:
Vocabulary Development,
Comprehension, Fluency, Word
Study and Spelling, Foundations
of Reading, and Writing.
Primary teachers play a
critical roll in the reading success
of children. Many children who
are not reading by third grade
will probably experience
difficulties for the rest of their
school career. The Texas
Reading Initiative has the goal
that each child is able to read on
grade level or higher by the end
of third grade and continue
reading on or above grade level
or higher by the end of third
grade and continue reading on or
above grade level throughout his
or her schooling. In second
grade, children move from
learning to read to reading to
learn. In reading, second graders
continue to build their ability to
decode words, as they enter into
the realm of understanding the
information provided in printed
text. In writing, children learn to
organize and communicate their
ideas using conventions of
spelling and print. Children who
continue to struggle with reading
have barriers to comprehension,
and need intensive instruction to
succeed. The Second Grade
Academies focus on instruction
that is effective fro all second
graders, particularly those who
are having difficulty with
learning to read.
Second grade teachers
attending the Teacher Reading
Academies during the summer
were the following local
teachers: Mecca Baker, Terri
Evridge, Teny Plumlee, Sharon
Evans, and Cindy Crim from
Comanche Primary School;
Donna Schuman and Nikki
Forbus from De Leon
Elementary; Georgia Macke
from Sidney ISD; and Darlene
Philips from Gustine ISD.
Jan Bowden has served as a
state trainer for Kindergarten,
First, and Second Grade Teacher
Reading Academies 1999-2001
in Education Service Center
Regions 14 (Abilene) and 15
(San Angelo). Plans are in
progress for Third Grade Teacher
Reading Academies for the
summer of 2002.
The term skyscraper was first
applied to The Auditorium
building. Built in Chicago it was
completed in 1889. It was ten
stories tall. /
