When lr Gladstone rose not long
since in tho houso of commons and spoke
in favor of tho disestablishment of tho
Scotch church he was the grand embodi-
ment of tho truth that a wise man profits
by his past mistakes and does not think
that ho descends from any height be
causo that by such change of opinion ho
may be considered Inconsistent About
forty years ago Mr Gladstone wrote in
favor of an an Indissoluble union of
church nnd state for which ho was bit-
terly criticised by Macauley but the en-
suing forty years have taught the lesson
then unlearned that church and state are
ot right separate and -that each Is
stronger by separation than in union

say whether tho man had this valuable

no interceding voice of the owner at the

GIVE US A NON PARTISAN CENSUS
Superintendent Porter of the census
bureau is greatly conoerncd lest the ao
tion of the city councils and boards of
trade In certain Western oltles In appro-
priating money to aid their consus super-
visors in the enumeration of the popula-
tion may be productive of lraud and
tend to bring the consus into disrepute
He has accordingly Issued on order posi
tiyely forbidding census supervisors to
receive any suoh compensation or pay-
ment of any sum of money whatover by
corporations associations or persons
and Informing them that If they are not
satisfied with the compensation allowed
by law they can resign at onco He fur-
ther says the eleventh census must and
shall be above suspicion that to tol-
erate any action on tho part of associa-
tions organizations or individuals no
matter how powerful they may bo which
has for its purpose the debauching or
whloh would even throw tho slight-
est taint upon the truthfulness
6f the returns would in bis opinion
be nothing short of n crimo on the peo-
ple of the United States
This sounds very flno but the danger
of bringing- the census into disrepute
does not lie in the direction of bribing by
Western city councils or boards of trade
It lies in the faot which has been openly
and repeatedly charged that Porter
himself was selected for the purpose of
making the census bureau an auxiliary
of the Republican campaign bureau
subject to the control and manipulation
of Republican leaders and campaign
managers and that figuros and statistics
will be compiled and juggled particular-
ly In the South for political purposes and
In the interest of the Republican party
This is the kind of debauchery of the
returns most to be feared and not that
some olty council or board of trade may
bribe or corrupt the census supervisors
by raising a fund to aid in tho enumera-
tion ot the population or the Catherine of
census statistics Wherever such funds
have been raised the object was
not bribery but rather to give
assistance and to facilitate the work
of securing a full complete and correct
enumeration of the population and an
accurate and reliable compilation of In-
dustrial agricultural commercial and
general statistics Tho fund was not to
be added to the compensation of the
supervisors but to be expended in gath-
ering the information needed to seoure
completo census returns
Now if Superintendent Porter will
live up to his order all along the lines
and give us an honest census he will
cover himself with glory If on the
contrary he makes of his bureau a Re-
publican party machine to be controlled
and manipulated by Republican party
tricksters wire pullers and managers
he will indeed be guilty of a crime
upon the people of the United States
suoh as will cause his name to be exe-
crated for all time to come by every
truo American citizen and every honest
man

have no occasion to feel that they are not

pertaining to the polioy of the state he is

admire in a man who has so faithfully
discharged bis duties as a state officer
and he will no doubt make a close can-

too rigid action broucht by the legisla-

We have often stated our reason for

Mr Hoeg to b an houest man who Is
too impetuous to controll his will power
and when once declared for a thing or
purpose he would never recall that dec-

admire the man for what he has made

impulse of the moment that should he
form an idea and that when that

we must oonsider him a dangerous man
