Webster’s. Dictionary de-
fines loyalty as “fidelity to
duty or to what one conceive.
,o be right; devotion to one’
jountry; patriotism.”
During recent investiga-
tions by the FBI, several wit-
nesses stated that the Loyal-
ty Program of government
employees should be abolish-
id. They stated that the Cm
oloyee owed the government
a good day’s work but their
rctivities after working hour
were their own business and
should be of no concern to
anyone else. This was said as
lustification of their mem-
bership in the Communist
Party and front organiza-
tions which advocate the
overthrow of this govern
merit.
It is impossible for me to

eight hours of the day and be
loyal to this country if they

not tolerate disloyalty among
their employees.
The Loyalty Commission
was started by the President
in November of 1946 and the
necessary machinery to rid
the government of disloyal
employees was set up on
March 21, 1947. Since that
time, the FBI has checked

view Board ordered that 41
of these persons be restored
to duty. The net result is that
32 persons have been deter-
mined to be disloyal.
I have reviewed several of
these investigations and in-
variably the records indicat
ed that they were of Russian
descent whose parents had
come to this country during
the early 1900’s. The persons
investigated were members
of various educational socie-
ties which were Communist-
front organizations.
If a person believes that
the communistic view is right
then he is loyal to the beliefs
of that organization. It is AiT
icult to reason otherwise that
a person cannot be loyal to
both the American Way of
Life and the Communist doc-
trine.
