Impressive ceremonies the Spanish
troops laid down their arms between
the Hues of the Spanish and American
forces at 0 oclock yesterday morn-
ing
General Shaffer and the American
division and brigade commanders and
their staffs were escorted by a troop
of cavalry and Generar Toral and bis
stuff by 100 picked men Trumpeters
on both sides saluted with flourishes
General Shatter returned to General
Toral the latters sword after It had
been handed to the American comman-
der Our troops lined up at tho
trenches were eyewitnesses of the cer-
emony
General Shatter and his escort ac-
companied by General Toral rode
through the city taking formal pos-
session Tho city had been sacked be
fore they arrived by the Spaniards
At the palace elaborate ceremonies
took place Exactly at noon the
American flag was raised over thp pal-
ace and was saluted by twentyone
guns by Captain Caprous battery
At the same time all the regimental
bands In our line played The Star
Spangled Banner after which Presi
dent McKluleys congratulatory tele-
grams were read to the regiment
Thirteenth and Ninth regiments of
Infantry will remain in the city to en
force order and exercise municipal au

The principal source ot complaint has
been the water with which the troops
or at least part of them have been
furnished during their stay here As
has already been explained a part of
the water comes fiom a stnuilplpe
which Is supplied from springs back lu
the Everglades while what1 Is known
as tho surface witter Is pumped up
fiom only a few feet under ground
Hut little fault has been lound with
the standplpu water as It lias been
shown to the satisfaction of the htir
geons that It is not neatly so bad iii It
might be It is the pump water which
Is causing thetrouble It Is claimed
that when the tain soaks down through
the sand and porous lock which com-
poses the soil in this region It carries
with is all the Impurities which gath-
er there and thus the Infection Is
transmitted to the systems ot the sold-
iers Or at least that Is the way the
local surgeons have figured It out

samples of tho two classes of wafer
from dlflotent parts of the camp and
on bis return to Jacksonville he will
submit them to a thorough chemical
analysis for the purpose ot ascertain-
ing specifically what bacteila they con-
