selective service act by a vote of
216 to 11. It would take a nation-
al emergency to bring about of
induction of any men. The meas-
ure would:
Independence Drive Underway
A young Philadelphia beauty poses with the twin symbols of the

famous Liberty Bell and the thrift-famous Savings Bond.
She is one of the 140 million Americans the Treasury Department will
urge to "Save for your Independence” during the drive period May 15
to July 4.
Fifty-two full-size exact duplicates of the Liberty Bell will tour the
nation during the drive due to the generosity and cooperation of
America’s copper producers. One of these bells will be on tour in this
state.
Companies donating the Liberty Bells are the Anaconda Copper Min-
ing Co.; Kennecott Copper Corp.; Phelps-Dodge Corp.; American Smelt-
ing and Refining Co.; American Metal Co. Ltd.; Miami Copper Co. The
U. S*Steel Corp.’s American Bridge Company supplied the stays and
hardware used in mounting the bells. The Ford Motor Company will pro-
vide the transportation of these bells Across the nation.

(2) Bar inductions until Con-
gress had declared a national
emergency to exist requiring an
increase in our military strength.
(3) Suspend the President’s
power to seize war plants until
Congress declares an emergncy.
(4) Keep in operation the re-
quirements that every male be-
tween 18 and 26 must register.
(5) Keep in operation require-
ment that registrants be continu-
ally classified as to availability.
(6) Authorize the President to
order to active duty for 21
months all National Guardsmen,
reserves and regular retired por-
sonnel after a national emergen-
cy is declared by Congress.
(7) Suspend short-term enlist-
ments.
Chairman Vinson of the House
Armed Service Committee, de-
clared "the actions of the Soviet
Union are quite as menacing and
trucuelent today as they were
when the original post war draft
was enacted.”
Congressional Adjournment
The House is pointing optimis-
tically toward an adjournment
date of August first. It looks as
though this date could easily be
met, but the Senate is behind in
its legislative calendar and a
long way from calling it quits.
It has yet to consider the man-
power registration bill, the Social
Security measure, and the big ap-
propriation bill, in addition to
tax legislation. Since both houses
must adjourn on the same date,
the lag in the Senate calendar
may well keep us in session until
September. It had been my hope
that we would be able to adjourn
early this year in order that I
could return to the district and
discuss some of our legislative
problems personally with you.
Secretary Acheson
The Secretary of State broke a
160-year old precedent when he
addressed a joint session of the
House and Senate about the rec-
ent conferences in London. The
meeting was held in the auditori-
um of the Library of Congress.
Congressmen were invited to
question Mr. Acheson on his
speech and the problems in the
recent London Conference.
This procedure of questioning a
cabinet member at a joint session
is one that has long been used in
the English Parliament. Of
course, members of the Foreign
Affairs Committee or any of the
Congressional committees before
which a cabinet officer is called

During the first session of this
Congress, in 1949, the House
passed the amended Social Se-
curity Bill. The Senate Finance
Committee has finally agreed to
its version of the bill. It will he
presented to the Senate soon.
The House bill would add 11
million people to the program.The
