be' included to bring the revenue
in balance with the appropriation
bill There has been a nmumher
of tax bills introduced with fun-
damentally the same approach
to the broad - base plan, but'yet
there are a vlrietv of different
names Actually, a lot of the ..tax
fight is not being fought on any
basis except what, name will be
used for political' purposes.
A1 I have said manv times to
many people during the interim
between the regular session and
the special session; in my opin-
ion. when the Legislature finally
passes a tax bill, it is going to
be so simitar to House Bill 334.
which was defeated during the
closing hours of the regular ses-
sion. that the cost of delay and
this special session will not be
justified.
The Legislature has passed
House Bill 8, which includes the
teachers pay raise, operating cost
and allocated cost for school
buses. The teachers, pay raise
was amended so that the teach-
ers. including principals and sup-
erintendents, will be entitled to
the exact base salary increase
What attitude the Senate will
take so far as the appropriation
bill and revenue bill, is somewhat
undeterminable at the present
time. I have heard oumberous
comments that regardless of what
type of a tax bill the House sends
to the Senate, the Senate will send
us the Senate version of House
Bill 3M that failed passage dur-
ng the regular session.
I am sure that since taxation
and politics do not mix any better
than oil and water, the political
scene can change very quickly,
and even several times during the
day
Natural gas has recaived a
great deal of attantion as a tub-
ject of taxation. There seems to
be two pnoblesm. (I )not to add
additional taxes on the producer
which he will be unable to
on. and. (2) not to saddle the tax
payers of Texas with a tax on
natural gas that cannot be passed
on in interstate' commerce, be-
cause. after all. 43.M percent of
all gas produced in Texas is ex-
ported out of Hate.
This gets very technical and
very legal from a constitutional
stand point, but due to the very
nature of the laws which govern
taxation on our natural gas, it be-
comes quite tedious to write a
bill which meets all of these
characteristics without part of it
being unconstitutional.
So I might sav in concluding
this report, at the praai
only two thn^s are certain,
"death and taxes of some na-
ture".
So until next waak.

Fishing
By Freh Reed . ,
Well. I have tried everything
in the book this week on how to
catch a few fish, but everything
fails. One man had this bit of
information that might-be worth
trying. Fishermen, like house-
wives. have their pet superstitions
and for years spitting on bait for
luck has been one of them. Dr.
Arthur Hasler of the University
of Wisconsin has found that sal-
iva does attract fish and causes
them to take the bait. So, this
superstition is now more fact than
fiction.
I guess I’ll try a little “spitting"
on my bait next vyeek and change
my luck!
A few baas are being taken on
top water plugs the last few days
af P-K lake and also at Lake
Graham. With all the fresh wat-
er that is pouring in the lake and,
covering all weed beds and grass
along the shore, fishing will, or
should start improving
If fishing should start imporv
ing to the extent that you would
like to spend your time on the
lake and not at home, you might
be like the Ode To An Angler,
and it goes like this;
Who's the stranger. Mother dear?
Look, he knows us. Ain't he
queer?
Hush, my son, don't talk so wild.
He's your father, dearesi child.
He's my father'1 No such thing;
Father died 'way back last
apring.
Father didn't die. you dub:
Father joined a P-K Fishing
Club
But now the season’s closed;
So he has no place to go.
You sat. no place left to roam
That is why he’s come hock home
Kiss him • he won’t bit# you

All fishermen just look wild!
