DEPARTMENT NEWS
On March 10 the Fire
Department held open house
along with their meeting, Coffee,
cake and cookies were served and
then the men held their meeting.
Among the items discussed were
the plans for a barbecue to be held
in the month of April. Help is

Sas been staying in the home of
Mr. and Mrs. Earl White. He is
stationed on board a submarine in
Connecticut. He is a friend of
Doug White and while here he and
Doug visited Miss Linda Meuth.
Other visitors in the White home
included Mr. and Mrs. Johnny
Sipes, Ruth Carpenter, Milton
Lewis, Mrs. Jack Moore, Mrs.
Jerry Newmann and her two
daughters, (lien Heinen, Mike
Tanner, Robin Shaw and Leona
it will be held March 24 in the
Pipe Creek Community Center at
7:00 p.m. Work has gotten under
way on the fire truck and we
would like to commend the fine
rnen who are donating their time
to work on the truck. The truck is
taking shape fast but we still need
financial help. We would like to
thank the fine people who made
contributions this past weekend,
the combined total came to
1206.00. Below is a list of donors.

FIRE DEPARTMENT
AUXILIARY FORMED
During the above mentioned
Open House the ladies decided to
form the Auxiliary. There has
been no election of officers as
they decided to wait until the
next meeting so that more prople
could attend and be listed as
charter members. They did decide
to start a treasury by holding a
cake sale on March 20 at Ed
Jennings Store from 9 a.m. to 5
p.m. They arc asking lor
, donations of cakes, candy,
cookies and pies. Please bring
them to the store on Friday and
Saturday. If you are unable to
deliver them yourself call
5354040 for pick-up Friday only.
Future plans of the auxiliary
include a Little Miss Pipe Creek
arid Mr. Pipe Creek Pageant to be
held the Saturday before Easter in
the Community Center. There will
be lovely trophies awarded the
winners.

all drove over to visit with Mrs.

regular session on March 8 with all
members of the Court present, as

G. Marie Hoelscher,
representing the Republic
National Life Insurance Company,
again met with the Cdurt and
presented her Schedule of
Benefits for Group Insurance for
the County. In order to give
everyone time • to study the
benefits, the Court postponed
giving-her an answer until the end
of the month when they will again
meet with Mrs. Hoelscher.
Bids for material for fencing on
R.M. No. 337 were opened as
follows:
Langford Lumber Company,
S3,900.98; Lakehills Hardware
and Lumber Company,
$4,900.61; Medina Lumber Yard,
$3,826.13; Utopia Lumber
Company, $3,885.50; Chas.
Schreiner Company, $3,693.00;
Bandera Co. Ranchmen &
Farmers Assn., $3,663.95;
Mumme’s, $3,939.87.
On a motion presented by
Commissioner Heisler, duly
seconded by Commissioner
Vaughn, which motion was voted
on as follows: Commissioners
Vaughn, Heisler, Hubble,
Thompson and Judge Hatfield
voting "aye”. It is ordered by the
Court that the bid in the amount
of $3,663.95 from Bandera
County Ranchmen & Farmers
Association be accepted, they
being the lowest bidder.
Glendon . Roberts, County
Attorney, read to the Court an
opinion from Article 1015c-L,
VACS of Texas, whereby Bandera
County would have the authority
to acquire property such as the
recreational facilities and assume
the payment of indebtedness
against same. Section 3 of said
statute provides in effect that the
County “may establish, provide,
acquire, maintain, construct,
equip, operate, and supervise
recreational facilities and
programs, cither singly or jointly
in co-operation with one (1) or
more other governmental units."
Section 4 of the statute provides
that the County "may submit the
question of whether it shall
exercise the powers conferred in
Section 3 to an election of the
qualified electors of such units.”
Section 5 provides for the
payment of the “costs and
expenses of carrying out the
provisions of this Act from the
general revenue of the unit, or
from other revenues now provided
by law for the establishment of
the operation, ol parks and
recreational facilities." With
reference to the election
mentioned in the above cited
statute, the Constitution of the
State of Texas, in Article 6,
Section 3A, provides in effect that
in elections to assume a debt only
qualified electors who own
taxable property and who have
same
duly rendered the
taxation may vote.

Court in regard to the County
taking over the Bandera County
J. Schmidt, Travis Latham, E. M.
Anderson, Jr., and Harry Webb.
The County & District Clerk
was authorized to establish a
$10.00 petty, -cash fund for'

to calj a County-wide election in
regard to the County taking over
the Bandera County Recreational
Association sometime in the near
future.
Mr. Tully Pratt came before
the Court to discuss the
possibility of putting in more
improvements on the Bandera
County School Land in Maverick
County in lieu of making rental
payments. The Court agreed to
meet with Mr. Pratt and the SCS
of Maverick County somtime in
April to determine just what
improvements could be made.
Otto E. Zuttermeister, Tax
Assessor-Collector, presented to
the Court Cancellation Certificate
No. 5 for cancellation of certain
property assessed as lots in Alamo
Beach Subdivision. On a motion
presented by Commissioner
Vaughn, duly seconded by
Commissioner Hubble, which
motion was voted on as follows:
Commissioners Vaughn, Heisler,
Hubble, Thompson and Judge
Hatfield voting “aye”. The Court
ordered that Cancellation
Certificate No. 5 remove from'the
tax roll as lots and put back in
acreage property assessed in
Alamo Beach Subdivision.
On a motion presented, by

voted on as follows:

on as follows: Commissioner
Vaughn, Heisler, Hubble.
Thompson and Judge Hatfield
voting “aye”. It is ordered that
the bills be approved.
Judge Hatfield reported that
$100,000.00 was put out on time
deposit (® 6% interest for 30 days
from the Certificate of
Indebtedness Fund.
The County Judge was
authorized to start condemnation
proceedings on the property
owned by C. D. Nicholas and
wite, ii they do not sign the
necessary papers when they meet
with the Judge on Thursday,
March 1 1 th, at 1:00 P.M.
The Court discussed the
consolidation of election boxes
for the May 18, 1971,
Constitutional Amendment
Election. It was agreed to have the
following boxes at the following
election places:
Election Precincts 1, 4 and
5 at the Courthouse, Bandera.
Election Precinct No. 2-Pipe
Creek.
Election Precinct No.
3 Medina.
Election Precincts 6 and 7—at
Taylor Voting House.
Election Precinct No.
10 Lakehills.
The Court appointed the
following to serve on the
Veterans’ Land Committee for
Bandera County: Gilbert Scheele,
Milton Lcibold, Paul Lavon
Garrison, Vernon Potter and Joe
H. Goodenough.
The Court decided to by-pass
spraying, etc., the trees around
the Courthouse on a motion made
by Commissioner Heisler, duly
seconded by Commissioner
Vaughn, which motion carried
unanimously.
The Court named the following -
persons to serve as Civil Defense
Co-ordinators in each Precinct: W.
Inglesidc, and Mrs. J. W. McCabe

The matter of re-districting the
County was brought to the
attention of the Court by Judge
Hatfield. The Court agreed to take
the matter of re-districting under
consideration and to formulate
new lines for each precinct.
The Court agreed that any
surplus money in the Library
Budget may be used to repair the
roof. At this time the only surplus
amount is the $100.00 donation
made by Mr. and Mrs. Alkek for
the purpose of repairing the roof.
The Court set the date j of
March.25th to meet with Mr. Tom
Andcrlitch with the Texas
Securities Corporation.
The Cdurt also decided to mc^
with Mrs. Juanita Reeves, Tax
Assessor-Collector of Kerr
County, in regard to the matter of
re-evaluating property.
On a motion presented by
Commissioner Hubble, duly
seconded by Commissioner
Thompson, which motion carried
unanimously, the Court hereby
authorizes the County Judge to
leave the County on business
whenever necessary.
On a motion presented by
Commissioher Heisler, duly
seconded by Commissioner
Thompson, which motion carried
unanimously, the Clerk is hereby
authorized to purchase a new
typewriter for her office.
A motion was presented by
Commissioner Vaughn, duly
seconded by Commissioner
Hubble, which motion was voted
on as follows: Commissioners
Vaughn, Heisler, Hubble,
Thompson and Judge Hatfield
voting “aye”. The Court hereby
orders that interest money earned
on Certificate of Indebtedness
time account in the amount of
$2,451.34 be placed back in the
Certificate of Indebtedness
Sinking Fund, and that monthly
interest earned in the future on
this account be deposited to the
Sinking Fund Account.

Miss Elaine Knibbe, daughter

underwent a tonsilectomy in Sid
Peterson Hospital in Kerrville
Monday. She is getting along fine
at this time and we hope sl\e will
soon be well and able to resume
her college studies.

dust blowing in West Texas.
