citizens with an interest
in conservation issues are
asked to participate in a
Local Work Group meeting
being held at 10:00 a.m.
September 23 at Friend-
ship Baptist Church’s
Activity Center.
The session is being
conducted by the USDA
Natural Resources Conser-
vation Service (NRCS) and
the Lower Clear Fork of
the Brazos Soil and Water
Conservation District.
The purpose of the
meeting is to receive input
from a broad range of local
agencies, organizations,
businesses, and individu-
als that have an interest
in natural resource condi-
tions and needs in Shack-
elford County.
The new Conservation
Loan Program will also be
explained.
Ideas expressed at the
session will be used by the
Local Work Group to make
recommendations that will
affect county-based fund-
ing for conservation pro-
grams offered by NRCS.

Committee reveals pool plans

Albany city council members
got their first look at a prelimi-
nary plan for a new municipal
pool and continued to work on a
better relationship with the vol-
unteer firp department during a
regular meeting held Monday,
September 13.
They also appointed Lois
Rockefeller of Abilene as city
attorney and city prosecutor,
and heard a grievance from Torn
Hart concerning compensation
from the city for past service
as Emergency Management
Coordinator.
Pool Plans Revealed
Gaye Davis, spokesman for
the city-appointed pool/park
committee, revealed a drawing
of the pool the committee hopes
to have constructed by next
summer. The proposal shows an
multi-shaped structure with ar-
eas for all ages, including a des-
ignated diving area, lap lanes,
slide, shallow splash zone and
more. It is roughly three times
larger than the current pool.
Davis stated that the overall
plan, which incorporates an
extensive overhaul of the park
area as a whole, is “scalable.”
“Obviously, the pool and bath-
house are the big ticket items,

The comprehensive plan presented by the pool/park committee in-
cludes not only a pool and bathhouse, but also proposes a revamped
baseball/softball field, soccer fields, skateboard ramps, basketball
court and more, utilizing the current footprint of the park area.
Empty Bowls
Fundraiser set for backpack program

the Ministerial Alliance at the first "Empty Bowls" fundraiser, a luncheon and auction to be held this
Sunday at the Old Jail Art Center. The event will benefit the school's weekend backpack program.

children every day, which con-
vinced her of the importance
of the “backpack” nutritional
program.
The Albany Ministerial Al-
liance is hosting an “Empty
Bowls” luncheon Sunday, Sep-
tember 19 from 12:00 noon to
2:00 p.m. at the Old Jail Art
Center. The meal serves as
a reminder to local residents
that there are hungry children
in Albany and to raise fund-
ing to support “the backpack
program.”
Fundraiser Luncheon
In addition to a simple meal
of beans and rice or soup, which
will be served for donations,
the “Empty Bowls” made by
the children in an Old Jail Art
Center pottery class during the
summer will be on display for
a silent auction.
Before the close of the lunch,
the Ministerial Alliance plans
to live auction about 20 “com-
munity bowls” made by school,
community and church lead-

Hospital district adopts budget, tax rate

Shackelford County Hospital
board members adopted a 2010
budget totaling $1,189,500 and
a tax rate of 18.7327 cents dur-
ing the regular monthly meet-
ing on Monday, September 13.
The budget, whichis $12,400
less than last year’s original
budget, was unanimously ad-
opted on a motion by Stephen
Kayga, seconded by Frances
McAfee.
The 18.7327-cent tax rate is
a full cent less than last year,
and also lower than the effective
tax rate of 19.06 cents.
The effective tax rate is
figured as the amount needed
to generate the same amount
of taxes as the previous year
based on properties taxed in
both years.
The motion to adopt the
18.7327-cent was made by
McAfee, seconded by Brian
Waggoner.
Budget Points
•Total expenses in the 2011
budget are $1,189,500, with
income, including tax revenues
and ambulance fees, projected
at $1,238,946.
The budget compares fairly
closely with the current bud-
get in most areas, with a few
exceptions.
The directors increased
the total in facility expenses
from $80,000 to $159,000,
which includes more for both
clinic equipment and repair
and maintenance of the clinic
building and EMS building.
Indigent care went from
$235,000 to $100,000, and
tuition reimbursement for
$100,000 to $30,000.
Other Business
• It was reported that the
clinic has received its Medicare
and Blue Cross Blue Shield
numbers, with a number of
claims already filed, and pay-
ments coming in.
• The board went into closed
session to discuss the salary of
a prospective nurse practitioner
to work with Travis Wilburn at
the clinic. There was no action
taken when the directors re-
opened the meeting, but board
president John Ayers and Brian
Waggoner plan to re-interview
the candidate this week.
• EMS supervisor Steven
Hobbs reported that two recent
power outages had necessitated
repairs on the ambulances,
which should be covered by the
warranty He suggested the
installation of a surge protec-
