read Dr. Seuss’s If I Ran the Circus and explained how the children could earn free circus tickets and other
prizes by simply doing their library reading! The circus will arrive at the American Airlines Center in Dallas
on July 29 and plays through August 9. The youngsters were treated to popcorn, cotton candy and other
circus surprises by the library staff and members of the Friends of the Library.
RAINS COUNTY
Point Public Works Director
Dennis Corder was terminated
by the city council during its
regular monthly meeting Tues-
day, June 9.
Only minutes before voting
to terminate Corder, the coun-
cil endorsed the action of
Mayor Minda Painter, who
placed Corder on ' an unpaid
suspension of employment's
of May 20, by approving an
agenda item of confirmation.
Between the two items,
Corder made a statement ask
ing for a list of reasons for his
suspension so that he may
respond. In the prepared state-
ment. he also asked the council
to not confirm his suspension,
hut conceded that his request
came too late.
He ended his statement by
asking that he be able to
retrieve his personal property
from the city's property and
stated that he had contacted a
lawyer.
Twice before Tuesday’s
meeting the council posted a
personnel executive session on
Corder’s employment - once
on May 12 and again on May
•^6 but Corder did not attend
either meeting.

Dougherty gives county’s ’08-’09
courthouse restoration expenses

Rains County Leader staff
County Judge Joe Dougherty pre-
sented the commissioners with a break-
down of county courthouse restoration
expenditures for fiscal year 2008-2009
during a special session on Monday,
June 8.
The presentation began with a total
award from the Texas Historic Court-
houses Preservation Project Round IV
grant and supplement of $1,953,729.00
and an ’08-’09 county matching expen-
diture of $241,912.20 under the grant’s
scope of work.
In addition, Dougherty’s presenta-
tion showed $74,594.39 more in ’08-
’09 county expenditures on projects
outside the scope of the grant. Those
projects included lamp post repair,
$675.00; plumbing, for outside
hydrants, $684.39; electrical conduit
repair, $1,256.80; exterior metal repair,
$8,473.00; parking lot/curb,
$48,814.22; and sod, $5,683.50. Also
listed were expenses of $3,200.00 to
relocate the Veteran’s Monument and
STATE SALES TAX
$5,775.00 in rental on trailers for
offices for the county judge and com-
missioners.
His report showed to-date ’08-’09
county expenditure total of
$316,506.59.
With his expenditure update,
Dougherty gave the commissioners a
list of quotes or estimates totaling
$130,026.85 on projects that still need
to be completed.
Those projects include:
• exterior repair and painting of the
metal finishes, $20,900.00 (the court
approved this quote on June 4);
• Americans with Disabilities Act
(ADA) steps and guardrail, $15,(XX).00
(estimate);
• phone, $17,200.00 (quote approved
by court on June 11);
• IT, $1,873.85 (quote approved by
court on June 11);
• security, $5,503.00 (quote
approved by court on June 11);
• external wiring (fiber optic),
$16,050.00 (quote approved by court
on June 11);
• hardware, $3,500.00 (estimate);
• audio visual, $30,000.00 (esti-
mate);
• furnishings, $20,000.00 (estimate).
Dougherty expressed that he would
like to see all of those items approved
by the court and funded for completion
this fiscal year as far as financially pos-
sible.
The special meeting continued with
a budget workshop 4>n Monday and
Tuesday. The commissioners returned
their packets of assigned departmental
budgets on June 1 in preparation for the
workshop.
Regular Meeting June 11
With senior Commissioner Gary
Bishop presiding in the absence of
Dougherty, the court approved four of
the items listed above during its regular
meeting on Thursday, June 11.
The $17,200.00 phone quote came
from Telephone Plus and was approved
with a five-year extended warranty
add-on of $895.00.
The external wiring (fiber optic)
quote for $16,050.00, as approved, also
came from Telephone Plus.
Computerman’s data connection and
hardware (IT) quote of $1,873.85 was
approved
The security quote came from Elec-
tron Security Systems and was approv-
ed in the amount of $5,503.00.

house for security, data, phone and
audio visual, was also on the agenda

Cell Phone Policy
A proposed cell phone policy com-
piled by the county treasurer’s office in
order to meet auditing standards of the
IRS was discussed.
One consideration discussed at
length was whether the county should
purchase cell phones and distribute
them to qualified county employees
and officials or whether to offer quali-
fied employees and officials a stipend
or allowance and allow them to apply
that toward a personal cell phone that
would also be used for county business.

according to state comptroller
East Tawakoni received
$6,197.30 for its June sales tax
payment from State Comptrol-
ler Susan Combs. That was an
increase of $828.46 over June
’08 of $5,368.84 and earnings
to date of $41,522.55.
Emory received $53,329.31
for its June sales tax allotment,
a decrease of $8,710.38 from
June ’08. Emory’s EDC Direc-
tor Clyde Smith said he antici-
pated a larger amount.
Point was down $614.52
with its June 2009 payment of
$3,622.75.
Rains County’s share of
sales tax revenue was
$25,194.02, a loss of $1,857.04
from May 2008.
Those distributions were
from sales taxes collected in
April, paid to the state in May,
and returned to the cities in
June.
Comptroller Report
Texas Comptroller Susan
Combs annnnnfwt that fhri «t«t>
collected $1.77 billion in sales
tax revenue in May, a 5.2 per-
cent decrease compared to May
2008.
“Weakness throughout most
sectors of the economy resulted
in a significant decrease in May
sales tax collections,” Combs
said. “While year-to-date sales
tax revenue is up 0.5 percent
for state fiscal 2009, further
declines are expected this
year.”
Combs sent cities, counties,
transit systems and special pur-
pose taxing districts $441.1
million in June local sales tax
allocations, down 3.9 percent
compared to last June.
Combs sent June sales Tax
allocations of $297 million to
Texas cities, down 3 percent
compared to June 2008. So far
this calendar year, city sales tax
allocations are down 0.5 per-
cent compared to the same time
period last year. Texas counties
received sales tax payments of
$2ft4 million, down 6.9 per-
cent compared to last June. So
far this year, sales tax alloca-
tions to counties remain up 2.7
percent compared to 2008.
In addition, $17.1 million
went to 150 special purpose
taxing districts around the
state, down 0.9 percent com-
pared to last June. Ten local
transit systems received $100.4
million in sales tax allocations,
down 6 percent compared to a
year ago.
June’s sales tax allocations
represent sales that occurred in
April.
